DR8802-AG 901211 (3) NORTH KAYE STREET DRAINAGE IMPROVEMENT OPTION I PROPOSED SOLUTION: Installation of PVC area drainage in the back yard of the lots and routing 15" PVC and 18" PVC outfall to the closest inlet on Spanish Moss Court. ESTIMATED COST: $102,000.00 COST SHARE: CentexlFox & Jacobs $ 40,000.00 (30K in cash + 10K Engineering) ~fected Home Owners' Participation in covering grassing, resodding, shed replacement and removal and tree damage. $ 30,000.00 City of Coppell $ 32,000.00 PRO's: o Engineering and construction time is 3-4 months, once this project is approved by the City Council. o Minimal maintenance required. o System can be constructed without damages to any peJ:manent structures. o Home Owners' Cooperative effort can expedite the implementation of this improvement before the next heavy rain. CON's: o There is no drainage easement available along subject back yards where needed; o Lots of obstacles, such as sheds, fences, trees exist in the back yard. o Home owners participation in covering some of costs, such as grassing, resodding, shed removal and replacement, etc. NORTH KAYE STREET DRAINAGE IMPROVEMENT OPTION II PROPOSED SOLUTION: Installation of PVC area drainage in the back yard of the lots and routing 4" drain lines outfalling into the gutter of Spanish Moss Court. COST SHARE: ESTIMATED COST: $ 79,000.00 PRO's: CON's: Centex/Fox & Jacobs $ 40,000.00 (30K in cash + 10K Engineering) Affected Home Owners' Participation in covering grassing, resodding; $ 8,000.00 City of Coppell $ 31,000.00 o This option or portions of it can be used to address the most severe problems quickly. o Less costly compared to other options. o Overall engineering and construction time is 5-6 months, project is approved by City Council. However, this can be implemented in pieces. o Relatively flat ground and not enough fall. o Frequent and regular maintenance is required by private property owners and City Staff; may not be effective. o Significantly more disruption to property owners. o The drain lines may be damaged easily, due to their shallowness, by private property owners. o Takes more coordination with home owners than other options. KAYE STREET DRAINAGE IMPROVEMENT OP'rION III PROPOSED SOLUTION: Paving and drainage improvement on Kaye Street, and installation of curb and gutter. This option needs to be studied in more detail, than available presently. Centex/Fox & Jacobs Contribution and Participation AIfected Home Owners' Participation in Some Cost City of Coppell Consideration of Creation of Public Improvement District~ Garland, for example, has established Drainage Improvement District with City participating in 1/3 and citizens in 2/3 of the cost. City could consider this alternative, but it needs to be looked at in more detail. PRO's: CON's: KAYE STREET DRAINAGE IMPROVEMENT OPTION III (Cont. ) o The best ultimate solution to resolve drainage concerns on both sides of Kaye Street. o If extended drain lines and area drains to the back yard are considered privately owned, there will be no need for drainage easements. o Kaye Street will be a standard residential street compared to it's existing condition as a substandard street. o Less coordination with affected home owners as compared to other options. o Construction and engineering time is 6-8 months, once this project is approved by the City Council. o The consideration of creation of Drainage and/or Public IlDprovement District can be time conswning, delaying completion project by 6-8 lBOnths, in addition to construction time. o Creation of such district needs to be carefully looked at. o Since there is no outlet from Kaye Street in the easterly direction, staff has concerns regarding traffic engineering and public safety, etc. o This option is more time conswning than any other option. o The drainage outfall needs to be carefully studied to m.ake sure there is no and I or lBinimal impact on any existing drainage systems.
