I am responding to your request memo dated May 25, I990,
determine whether there is any official record or agreement as
city commitment regarding Willow Lane south to Sandy Lake Road.
No official record was located in the records researched by me,
however, I am attaching a copy of a letter sent to Mr. Frank Trando
Deputy City Manager dated January 22, 1987, addressing drive
modification on the preliminary plat related to school traffic flo~v
on Willow Lane.

Dear Mr. Trando:
This letter is to serve as confirmation to you and the Council that the Coppe;1
Independent School District fully intends to address the concerns expressf:d by
the Council at their last meeting regarding our new High School site. Meetings
between the School District and Univest have been held and Univest has expressed
their willingness to provide the District with an easement to allow
of Parkway Blvd. and an access road to the school site, prior to the c,~,~pletlon
of the new High School building.
Please accept this letter as the School District's commitment to do t:h~
following in answer to the Council's concerns:
1. Construct the required portion of Parkway Bird, to provide
access to the school site prior to the opening of school
in the Fall of 1987, on an easement provided by Univest.
2. The District will convey the storm water along the
east boundary line from the south end of our property to
the north end, in a buried ~ulvert system. This culver~
will be constructed on School District property and will
have the necessary out-fall treatment at the north property
line to prevent erosion.
]. The school driveway configurations have been modified on
the revised preliminary plat to prevent intermlngllng of
school traffic with Willow Lane or other residential
streets to the south of the property. Only a fire access
pavement section has been provided from the school service
drive toWillow Lane, in accordance wlth the requirements
of the Fire Chief. This drlveway w111 have a permanent
locked gate with the only key being issued Co the Fire
Department, Attached please find a letter from Chief
~ayfield indicating his acceptance of this procedure. As
you can see from the preliminary plat, all school traf('ic
will enter and exit from Parkway Blvd. Constiuctlon access
will be provided from the 24 ft. easement, fro,~ Denton Tap
to the school's property line.

I.n addition to the easements for Parkway Blvd. and the
school site access road, Univest and C.I.S.D. have agreed
on the concept for the granting of additional easements.
These include easements for the out-fall of the box culYert
along the east property line and a buried storm drainage
pipe at midpoint of the north property line that continues
to Cottonwood Creek.

School District has employed the services of Barton &
Ashman, traffic consultant, to prepare a traffic study in
accordance with the City's consulting engineer's require-
ments. This study is now underway and will be available
shortly. A copy of this agreement is also attached.
I trust this letter will serve to show the School District's willingness to
work with the City of Coppell. We look forward to the successful completi~
of this project, which will provide a facility that the entire community can
be proud of.

professional transportation engineering services in connection wi~h the
proposed high school in Coppell, Texas. In order that we address fha
concerns of the city of Coppell, we have prepared a Scope of Service,'; fc
this proj ec+-
If aocepted, this letter will become an agreemen~ between the. ~>ppell
Independent School District and Barton-Aschman Asscciates, ~ to plovi~~-
services outlined in the Sc~pe of Services below.
Our p£u~osed Scope of Services will include the foll~ w~rk tasXs,
Site Traffic f~racteristics - ~ed upon the pr~ject~Q en.~o] Iment
of the high school, the existing area dem~cgra~hics, ar~ v_he
roadway system, we will aocu~lish the
site Traffic Generation - Estimates of the traffic gener'ate~[
by the site will be prepared for the morning and afte~.~oon
peak houlrs of school traffic.
Site Acces~' - We will eval%~ate access to the school from lmarkway
Boulevard to determine the size (number of lanes) that will be
required to accommodate the expected traffic generated l,y %~e
school.
Documentation - We will provide a memorandum 'report that
the study procedures and fim~g~/conclusions of the study.

Our fee for completing the Scope of Services outlined above will be
based on our hourly rates, current at the time of performance, for staff
services rendered. Based on our experience in studies of this type, we
estimate that the fee for completion of Tasks 1 through 3 will be $1,500.
We will not ~ this fee without receiving your prior authorizatior~ ~f
the need for extra services should arise, we will ,~eek you~ authorization
and, before proceeding and if requested, we will supply you with o~/r best
estimate of the fee to be ~
Direct reimbursement for out-of-pocket expenses suc2~ as travel,
r~production, etc., will be billed at 110 percent (110%) of cost a~] will

Invoices will be submitted to ycu monthly and become due within

The purpose of this letter is to clarify the Fire Department's position in the u~e cf Willow
Lane as an emergency entrance to the campus of the new Coppell High School.
This department has no objection to the School District providing a seu:¢ndary
ingress/egress to the campus from Willow Lane. A gate, secured by lock, c~dn, r,nrf
key. with the key(s) provided to this agency is acceptable. A "road", as y[,u
must meet the standards of construction as detailed in the City of Copgell's frdinar,~'
Please understand that the question/position this is addressed here pertains only
emergency ingress/egress to the property. Do not construe this as to an endorsement
for domestic vehicle usage of Oak Trail or Shadydale.
