The purpose of the meeting was to find the HEC-2 models (including floodway) for Grapevine Creek that runs from downstream of Denton Tap (including the Denton Tap Bridge Crossing) to Bethel Road. The City of Coppell only has HEC-2 models that start at Bethel Road and run upstream on Grapevine Creek. Mr. Griffin has directed me to contact you and request this information based on the storm water drainage study your firm prepared for the City of Coppell. We understand that the use of any models we receive from you is at our own risk. However, this should give us the initial information we need until the FEMA models are received. Thank you in advance for your help in this matter, we really appreciate it, and we look forward to receiving it from Mr. Erskin. Griffin, P.E., City Engineer ~ TO:' / vFROM: SUBJECT: Grapevine Sanitary Sewer Project DATE: October 23, 1992 On October 20, 1992, I met with Ms. Ruth Alexander and her daughter, Carol Vessey, concerning the acquisition of an easement across her property at the northwest comer of Bethel Road and Denton Tap. The City needs an easement across the east side of her property, parallel to Denton Tap, from Grapevine Creek to Bethel Road to construct a portion of the sanitary sewer line. There is currently a sanitary sewer line on the west side of Ms. Alexander's property, where Grapevine Creek goes under Bethel Road, that goes northward along the north side of her property and the south side of Grapevine Creek. In essence, it is on the west and north side of her property. Ms. Alexander stated that she would like to eliminate the portion of the sewer line on the north side of her property. This is a feasible alternative, however, there would be some cost to the City. The cost would involve relaying the portion of the sewer line on the west side of her property, which flows south to north right now. It would be relayed to flow in a north to south direction to the proposed sewer line in Bethel Road. The lenght is approximately 370 feet. By doing that, we could eliminate the portion of the sewer line on the north side of her property. However, if the sewer line on the west side is relayed, the proposed sewer line in Bethel Road would have to be upsized from a 24 to a 30 inch sanitary sewer line. Without the redesign of the sewer, Ms. Alexander has strongly indicated that she will not grant an easement for the proposed sewer line on the east side of her property and that she would fight us in court when we try to obtain it. The following is a summary of what Ms. Alexander would like: 1) Relay approximately 370 feet of the sanitary sewer on the west side of her property to flow in a north to south direction . 2) Abandon the sanitary sewer on the north side of her property. 3) Install a new chain linklbarbed wire fence with a chain link gate on the east side of her property, parallel to Denton Tap Road. 4) Reseed any construction area with bermuda grass. 5) This is an offshoot of relaying the sewer on the west side. The sanitary sewer in Bethel Road would have to be upsized from a 24 to a 30 inch sanitary sewer. In return, the City would obtain the following from Ms. Alexander: 1) The 20 foot permanent utility easement on the east side of her property. 2) A 40 foot temporary construction easement on the east side of her property. 3) A 40 foot temporary construction easement on the west side of her property. Ratliff, City Manager October 23, 1992 Page 2 The cost to relay the sanitary sewer line and to upsize the proposed sewer line in Bethel Road would cost the City somewhere in the range of $30,000 to $40,000. As I stated in a previous memo, I will be briefing the Council on November 10, 1992 concerning the bid opening and various options associated with this project. At that time, unless you offer any objections, I will present this request from Ms. Alexander as an additional option for the Council to consider and provide direction on.
