There are required warrants that must be met before a traffic signal is recommended at an intersection. The warrants are in the "Texas Manual on Uniform Traffic Control Devices". Coppell, like most cities in Texas, has adopted the Manual to ensure the legal and consistent application of traffic control devices placed on roadways. There are eight warrants that are evaluated that generally cover: volume (eight hours, four hours & peak hour); pedestrian volume; school crossings; coordinated traffic signal system; accident history; and overall roadway network. If a traffic signal is warranted, the signal is designed, funds are appropriated, the work is bid, the bid is awarded to the lowest responsible bidder at a Council meeting and the signal is installed. Experience has shown that the process from beginning to end is about one year and the cost is generally in the $200,000 range. I have already begun the process of trying to appropriate funds in the event the signal is warranted. Hopefully this information has been helpful. During this time it is quite difficult to turn onto Sandy Lake, especially a left turn. There seems to be a steady flow of traffic in both east & west directions during the rush hour periods (mostly well in excess of 40 mph). With the widening of Sandy Lake there are as many as 3-4 lanes to cross to make a left-hand turn. The other difficulty seems to be judging the speed of westbound traffic with the angle of vision from Riverchase. The westbound traffic is coming toward you and then curves just prior to Riverchase. When the construction was started on Sandy Lake I was under the impression that a signal was planned for this intersection. Is that in the plans? The only light to control the westbound traffic is located at the George Bush tollway approx 1 mile away & the closest light controlling eastbound traffic is at MacArthur approx ? mile away. I don't feel we need this signal fully operational all day or on weekends (it could flash caution during file://C:\Documents and Settings\rbrother\Local Settings\Temp\XPgrpwise\47737314City _... 1/11/2008 Page 2 of2 non-rush hour times), but it would be very useful during rush hours. I have polled others in our neighborhood watch group and have included there responses. Please take the time to review them as they are representative of the concerns of others using this intersection.
