Ken,
I have been working with COG related to local admin of RTR projects.
Right now, COG and the Dallas District are in agreement that TxDOT should amend its current
agreement with COG for project selection to include local project administration and
transferring of monies to COG for that purpose. I think that Austin will be reluctant to send the
money to COG in any form of "lump sum" (either annually or all at once). If COG does get the
money, it will make it easier for them to then get the authority to administer the projects.
COG's intent then would be to enter into agreements with the locals in a manner similar to what
they used for Local Air Quality projects. If you participated in that program, you have shivers
running down your spine right now. That agreement and process was not very well
administered. COG staff acknowledges that changes would have to be made. I am trying to
move them closer to the ICA process rather than their air quality form or TxDOT's LP AF A.
In order to move the matter along, COG has to formally ask TxDOT for local project
administrative authority. The first step in fleshing that out is to get STTC to endorse the
concept, then RTC. Next Friday's STTC has an agenda item for this matter. It is agenda item 6.
COG knows that Freeport has already been selected, programmed, and with the funds already in
the bank all we are waiting for is a decision on the process for administering the program.
Denton County is also very interested in getting local projects managed at the local level and we
are putting as much pressure on TxDOT to come up with the right answer as quickly as possible.
So, I will be trying to get back with Christie Jestis regarding the Freeport MOD some time after
this Thursday. In that vein, I just wanted to touch base with you to see what the latest was on
your end related to the developer. When you get a chance, please call to discuss.
