Thanks for the update.
The original developer's "option to purchase" the land north of Sandy Lake expired and he is in the
process of obtaining a new "option to purchase" on the property. In our meetings with the developer,
he has expressed a desire to hire his own engineer to design Freeport north of Sandy Lake and then
build it with his development. In our meetings with NCTCOG, we have been told that NCTCOG will
still participate 80% on both sections, even if the developer designs and builds his section. There
would need to be some type of developers agreement between the city, the developer and
possibly NCTCOG.
The City has entered into a design contract with Teague, NaIl & Perkins on 12/11/2007 to design the
section of Freeport south of Sandy Lake. Our time line to start construction on the south portion is
April 2009.

Ken,
I just spoke to Christie Jestis with COG. They are sending Freeport down to Austin for a
Minute Order this week. It is the only Dallas County project moving forward since it is funded
with mostly Den Co money. Once that MOD is signed the next step is getting Austin to delegate
local let authority to COG. They are starting to think that might happen. COG wants to wait to
sign the MOD with Coppell until they get a little more comfort with the thought that TxDOT will
delegate. The MOD as written seems to be pretty much in Coppell's favor. So, if we can get
them to sign it fairly soon that will be good.
Can you tell me what the status is with the Developer's schedule?
