Box 9478 Coppell, TX 75019 Re: Minyard Addition Construction Plans Dear Mr. Garza: The purpose of this letter is to list your comments from your review of the construction plans for Minyard Addition, and describe how we have addressed each comment. Listed below are your comments. Our responses are in bold below the corresponding comment. Cover Page: . Include a North Arrow on Vicinity Map. A North Arrow has been added to the Vicinity map on the cover page. Plat . Verify that the storm water detention and railroad easements have been abandoned. Will the rail system continue to be in service? Please see the attached Quit Claim Deed document for information on the abandoned railroad easement. We will be abandoning the storm water detention easement by plat. . Include 20 ft. by 20 ft. utility easements on plat for the vaults. 20 ft. by 20 ft. utility easement have been add to the plat and plans as requested. . Who is the detention pond easement for? The detention pond easement is to serve the property owner for drainage capacity and will be privately maintained. . Include a North arrow on the location map. A North arrow is shown on the location map as requested. Owners Dedication Statement . The City of Coppell will not be responsible for the detention pond easement, that will be the responsibility of the property owners. Re-wording of the statement may be needed to clearly identify the responsible party. The owners dedication statement has been revised. Demolition Plan . Label sheet C5 the demolition plan. Give details regarding the phases of demolition. The contractor is responsible for preparing a phasing plan for demolition prior to obtaining any necessary permits. . Coordinate with Fire Department concerning demolition of driveway. Note 8 has been added for maintaining emergency access. . Correct misspelled words. Misspelled words have been corrected. Dimension Control and Paving Plan . Contractor must submit traffic control plan to the City of Coppell before beginning construction in the roadway. Note 3 has been added to the plan. Contractor to submit traffic control plan to the City of Coppell prior to construction in roadways. . If you intend not to use lime stabilization you must provide a waiver request along with a geotechnical report. The Legend calls for all pavement to be on 6" of lime stabilized subgrade (min. 6% by weight). A copy of the geotechnical report is enclosed. . Clarify whether turning bays will be constructed on Freeport Parkway. Turning bays will not be constructed on Freeport Parkway . Concrete pavement must have the compressive strength of 3600 psi. The plans call for all pavement to have compressive strength of 3600 psi. Detention Pond Plan . Why is the detention pond being pumped, is there another way to do this? The detention pond is being pumped because the existing storm sewer is not deep enough to gravity flow to. . Provide detail on the tie in to the existing box. A detail has been added to sheet C25 Drainage Area Map . Provide a description of where each drainage area is collected in your drainage summary table. The inlet number that each drainage area is collected has been added to the drainage summary table. . Show all crossings where necessary on storm drain profiles. Will need 20 ft. by 20 ft. utility easements around all vaults. 20 ft. by 20 ft. utility easement have been add to the plat and plans. . The fire hydrant north of Building D is on a dead end road of more than 150', a loop should be provided. The water plan has been revised. . Consider revising the fire lane connection to eliminate the need for a vault south of Building D. Show detail of water line south of Bethel Road. The water line has been revised and the vault has been eliminated. . The FDC line and the fire line into the fire room on Building C should be steel encased if they will be under the rail system. The FDC and line have been moved to the south east corner of Building C. . On sheet C30 show a better detail of the area that is cluttered near Bethel Rd. You are calling out for a 6" water in you description and label it a 4". A detail has been added to the plans Sanitary Sewer Profiles . Show water line crossings on profiles. (fee owner of the property at the time) filed in 1950, which releases easement by virtue of merging the easement estate with the fee estate. The easement does not appear in title and AL T A survey. There is no reason the railway easement should have appeared in the attached 1997 replat of the Minyards addition recorded in Volume 97056 page 1150. It is apparent that the City of Coppell obtained a comfort level of the release of railway easement in the past evidenced by the issuance of building permits and Certificates of Occupancy for the improvements that have been constructed within the original easement area, namely the Minyard Addition.
