Area Manager Texas Dept. of Transportation 12000 N Greenville Ave Dallas TX 75243-3506 Re: Silt Deposits in Magnolia Park Dear Mr. Bailey: For some time now the city has been working with representatives of the Magnolia Park Homeowners Association in regard to the accumulation of silt within a channel maintained by the association. It is our understanding that TxDOT has also had conversations with the HOA group. It is also our understanding that one of the outcomes of a prior meeting was the installation of baffle blocks at the outfall of the TxDOT box culverts into the BOA channel. However, field investigations by the city have revealed several other areas that still need to be addressed by TxDOT. Those areas are: 1. Removal of the deposited silt currently existing within the TxDOT culverts. We recently walked up the box culverts taking photographs and noticed a substantial amount of silt remaining within the box culverts that will eventually be washed downstream into the Magnolia Park HOA channel. Removal of that silt will help to alleviate future deposits of silt in the channel. 2. The other item noted was that the erosion protection provided by TxDOT at the drop inlets on the north side of SH 121 is not functioning property. Because of this, they continue to allow silt from the upstream property to wash into the TxDOT drainage system, and carried through the system, and eventually deposited into the HOA channel. The city of Coppell would like to see some type of more permanent erosion protection at the drop inlets that would allow water to pass while preventing the silt from entering the system. This would prevent the silt from going into the TxDOT drainage system to travel downstream. The city is well aware that the upstream property is contributing to the problem, however, the lack of erosion protection at the TxDOT drop inlets continues to create an unbearable situation for the Magnolia Park HOA. 2 5 5 PAR K VI,,' A Y * P. 0 BOX 9 47 8 * cop PEL L T X 7 5 0 I 9 ..- 1 E L 9 7 "2 /4 (", 2 0 0 2 2 * FAX 9 7 2 / 3 0 4 3 6 7 3 - 2 I am unsure of what kind ofleverage TxDOT may have with the upstream property owners with regard to influencing those owners to correct the problems that continue to cause the erosion that deposits silt in the TxDOT drainage system and ultimately in the Magnolia Park channel. This issue has been lingering far too long and only a permanent solution at the upstream end will resolve the problem. The city is also in the process of contacting the upstream property owners.
