J'ORM 0588DS ...- ':';,;iJ~~t(~~~fj " f} n Manager's Comments Drainage Improvement options Proposed by Connell Development Co. for Woodside Village We obtained new cost estimates for constructing the draina.ge structure from the Skaggs property to the southeast corner of the Coppell High School property. We asked for estimates based on the "Blow Form" method suggested by Councilman Robertson. The estimates exceed'the $345,000 allocated for this project because we do not have the necessary construction easements to eliminate all of the trench safety requirements. We are attempting too seeun'! those easements at this time, and if we are successful, we will be able to further reduce the cost estimates which we have received. Koch: Attached is our 3 page proposal to complete the drainage project. We made several changes to the original plan, as follows: 1. From Station 23+28.06 to approximately Station 3~~lC we plan to move the culvert to the east side of the drainage easement. 2. The box culvert will be either as designed utilizing 4000 psi shotcrete walls to 8' in lieu of class 4 concrete, or 10' wide box with 4000 psi shotcrete walls to 4' with a ~' arch using 4000 psi shotcrete. 3. The transition at Sandy Lake is to be an extension of the two 36" RCP into the box culvert with a 8" shotcrete wall to seal the end of the \,,1a11 and the pipe, thus eliminating gabions, fencing, guardrails, headwalls, and slope protection. The existing ditch could be graded to an inlet at the beginning of the box culvert. Engineering calculations will be submitted if we are successful in obtaining a contract. Should you desire, the total project can be done for $350,000 on an unbonded basis. Ratliff: At the last City Council meeting a question was raised concerning the notat>)]. "waived" which was next to Section 4 of the copy of the Connell Agreement include(1 in the packett (see page 3 of Exhibit "A". You have ask me to search my file f.)r an answer to the question. It appears from material found in the council packet of June 23, 1987 (See Exhibit B) that Connell sent a letter to Wayne Ginn on May 20, 1987 indicating that they would be immediately constructing the box culve,rt at the same time the higl, school constructed the culvert on the school propmty. In this letter they requestec that they not be required to put up the escrow ot letter of credit because of ~heir intent to start construction immediately. Ginn's letter of June 12, 1987 is in respollfl~ to Connell's letter and indicat.es that "the box culvert issue has been resolved." [I appears that their Final Plat on Lots I, 2 end 3 were approved "with stipulatiori; (Plea~ ~ see attached letter listing the stipulations)". (see Staff Report in Exhibit B) Exhibit C is a letter from Connell which explains why they did not follow through with construction simultaneously with the school construction,.
