These are asphalt transitions, and are in good shape.
I have alerted the inspector to the concern, and he will monitor the area for any problems.

I got a call from Barbara Evans who works at the bulk mail center at Bethel & Royal. She and 3 of her co-workers at the facility
have gotten flat tires this week going over a transition(?) to get into the plant from the Bethel Rd side. She said one her tires was
ruined with a bolt stuck in it, and she has another flat tire today. I told her she could make a claim thru City Secretary office.
