However, this emai1leads me to the opinion that you will not be providing a detailed flood study showing the effects of your encroachment into the floodplain. If that is the case, you should remove all encroachments from the floodplain. It's my understanding that there is a fence and some type of play equipment (swing set?) in the floodplain. Please make plans to remove the encroachments within the next 30 days. That end date is March 11, 2008. If the encroachments are not removed by that date, you will be in violation of Ordinance 2001- 952, the city's Floodplain Management Ordinance. Any person convicted of a violation of this Ordinance could be fined $500 per day for each day that the violation continues. Like Jim O'Brien estimated, Burt as well estimated a cost of approx $8,000 to do a full blown flood study with hydraulic modeling. What I understand he understood is that basically what is required from you would be an hydraulic study that, even without going to FEMA, will cost me (Jim's estimate) anything between $6,000 and $10,000. As we talked about when we met few weeks back, I am sure you understand something like this constitutes a disproportioned expense as compared to the $2,800 iron fence. I would like to see, if possible, what Burt Weathersby (from the other engineering company - Carter & Burgess) says, but I am afraid, if that is the study requested, things are unlikely to get better for me.
