Additional information is needed as to the specific alignment of this proposed pipe, its depth, timing of construction, will it be within the public right of way (additional permits would be necessary) or under private land, etc.. Please find attached the map, marked Exhibit 1, showing the approximate route of the water line. The water line will not be buried, it will be placed, for temporary fracturing purposes, along the surface of the ground. For travel underneath 635 and Bethel Road, it will run along Cottonwood Creek, which should not require additional permitting. It will cross public right of way at Bethel Road, but will not impede vehicular traffic. Please also find pictures, Exhibit 2, of what typical water lines might look like. Upon completion of drilling, fracturing operations will occur within three weeks +/-. 2) SWPP: The cover memo, dated January 22, 2008, stated that this activity was exempt from the SWPP requirements. Our most current information is that if the disturbed area is between 1 and 5 acres, then a Construction Site Notice would be required to be submitted to the city, and to be posted on the property. Anything greater than 5 acres would require submittal of the NOI to the state. ..- Chesapeake Energy Corporation 301 Commerce Street Suite 600. We can also post this on the property when construction begins. The total acreage of our pad site is 2.152 acres, so we would not be required to submit to the state. 3) Exhibit D: It is assumed that Exhibit D, as originally submitted (Production and Rig Layouts) needs to be deleted from the application package because it is significantly different from the color exhibits as reviewed below. Yes, please delete those exhibits from your permit application package. ,-. a. Pad Site Layout Production and Drilling Phase Layout Exhibits (All 3 Exhibits) The below exhibits can be found on the maps attached, Exhibits 3, 4 and 5. i. Revise all the exhibits to be to the scale as specified. ii. Provide property dimensions and area calculations. iii. Include dimensions to public rights-of-way and abutting property lines. iv. Revise note to specify either black or green coated chain link fence. Provide elevation of the fence, will there be security devices on the top of the fence? v. Specify the proposed number of trees, caliper inches, species, and scientific name. Please see our response to Exhibit J. .~ b. Drilling Phase Layout- in addition to 1. above: i. Specify surface materials for the Pad Site Area and 16' wide access road to Creekview Drive. The pad site area and access road will be constructed of crushed concrete. ii. Include estimated time frame of drilling operation. Drilling Operations take approximately 20-30 days per well. Fracturing operations take approximately 10-20 days per well. III. Specify number, frequency and types of truck traffic generated prior to and during drilling operation. Please see attached spreadsheet, Exhibit 6, for an estimate on the truck traffic. iv. Provide pictures/elevations of production sites similar to what is proposed at this location. Please find the attached pictures to help you get an approximate idea of what the drill site will look like with production equipment: Containment: 30' x 140' x 3' tall Galvanized panels, exhibit 7 Separators: 48" diameter x 17'6" long x 5' tall, painted BLM tan, exhibit 6 Tanks: 15'6" diameter x 8' tall, painted BLM tan with 3 blue stripes, in Chesapeake Blue, exhibit 8 Wellheads: 84" tall x 48" wide, exhibit 9 Please let us know if you would like a tour of one of our production sites. r c. Production Phase Layout - in addition to 1. above: i. This is the more permanent use, therefore, we need additional information, what to expect, vertically as well as horizontally. Include elevations of all equipment/facilities to remain on the site, including heights colors, etc. Please find attached the Production Equipment Elevations document showing the proposed elevations for the production equipment on this site. ii. Include detailed, dimensioned site plan indicating all structures/facilities to remain on the site. Please find attached the Production Equipment Elevations document, Exhibit 10, showing the proposed elevations for the production equipment on this site. iii. Provide "as built" pictures/elevations of production sites similar to what is proposed at this location. Please refer back to the pictures submitted as Exhibits 7, 8, and 9, and the Production Equipment Elevations document, Exhibit 10. IV. Specify surface materials for the Pad Site Area and 16' wide access road to Creekview Drive. The Pad Site Area and the access road will be constructed of crushed concrete. .-- 4) Exhibit J: John Elias, Park Operations Manger/ City Arborist, reviewed the Tree Survey(exhibit J) for the Fellowship 6H Well submitted by Lenny Hughes with Halff & Associates. He stated that this project is not exempt from Tree Mitigation. There is an exemption for property zoned Light Industrial, but pertains only to trees located inside the Buildina Foot Print. It has nothing to do with Pad Sites, and there doesn't appear to be any buildings in this project. This project will require a Tree Removal Permit be pulled prior to start of construction. The Tree Mitigation Calculations are as follows: Total Trees on Site (DBH) 1539" Total Trees Removed (DBH) 1162" Total Trees Preserved (DBH) 377" Preservation Percentage 24% or 285" (377 divided by 1539) Landscape Credit 49.5" (thirty three (3") caliper evergreen trees x 50%) 1162"(trees removed) - 285"(preservation credit) - 49.5"(landscape credit) = 827.5"(net retribution) 827.5 x $100 = $82,750 A check in the amount of $82,750 will need to be made out to the City of Coppell Reforestation and Natural Areas fund. The check will be due at the time the permit is pulled. .-..- r These tree mitigation calculations, as analyzed by John Elias, are based on preserving trees (Cedar Elms) outside of the drill pad/production site area. Staff feels that this, plus the proposed planting of evergreen trees, will help to obscure the view of the facility from adjacent properties and rights-of-way. It is suggested that preserving additional trees along the southern property line should also be investigated. This could potentially lower the mitigation costs as well as provide a better buffer from Bethel Road. However, a legal instrument needs to be in place to assure that these trees are, in fact, preserved. Therefore, staff is recommending a 30 foot wide landscape/tree preservation buffer easement abutting the perimeter of the Drill Pad Site area be provided. This easement area should be included on the Pad Site Layout Production and Drilling Phase Layout Exhibits. According to the landscaping ordinance, "in areas zoned LI (Light Industrial), trees located within the building footprint, as indicated on the site plan approved by city council, shall not be considered as protected trees under this section and shall not be subject to tree reparation payment." Our pad can never be reduced in size, nor can trees be planted on it; therefore, it is our building footprint. We respectfully request that this matter be put on City Council Agenda for approval. ,-~ No trees within the limits of our pad can be preserved; however, we will not be removing any trees outside of the limits of our pad. We only have permission from the surface owner to use the limits of the pad site. A 30 foot wide landscape/tree preservation buffer easement is not possible because it is not our land to use. ~ 5) Fire Department Comments/Questions: a. What will the 16 foot access road be constructed of? Crushed Concrete b. Will the 16 foot access road have a 'smooth' finish? Yes, it will be bladed, rolled, and compacted. c. Will the curb at the entrance off Creekview be removed? Yes; however, proper city permitting procedures will be followed. d. Will the 16 foot gate be locked? KNOX lock for FD entry? Yes, the gate will be locked and there will be a KNOX lock for Fire Department Entry once the well is completed. e. What are the dimensions of the "Truck Turn Around Area?" Approximately 250' x 95'. f. Will the "Truck Turn Around Area" have a 'smooth' finish? The pad will be bladed, rolled, and compacted for a processed finished. g. What are the quantities of the substances and chemicals (all the MSDS)? Provide a spreadsheet showing the chemical name, trade name, and the anticipated maximum quantity present at any time. Please find the attached Spill Prevention Control and Countermeasure Plan (SPCC) for Nomac Rig #28, Exhibit 11, the currently proposed rig to drill this site. SPCCs change periodically based on federal regulations.
