Oak Trail Drainage Improvement
As per your request, I am providing you with my
above referenced project. Based on my research,
following comments:

Originally, city staff had done a preliminary study of this
drainage problem. Based on the best available data, the
design of 600 linear feet of 24" RCP was suggested.
The former City Engineer had then asked DeShazo, Starek &
Tang, Inc. (D.S.& T.) to do a more detailed study and see if
the above proposed system (24" RCP) would accommodate for
drainage or not.
The result of D.S. & T.'s study required 800 linear feet of
33" RCP to accommodate for such drainage instead of 24" RCP.
The construction plans were prepared for this project, however
there were some items that needed to be addressed, such as
utility conflict, lack of drainage easement, etc...
At that time bids were taken for construction of Oak Trail
drainage system, and the lowest bid was $60,477.00 by S.Y.B.
Construction Company. Please note that because of the above
mentioned concerns, this bid was rejected by the City Council
on April 24, 1990.
According to Mr. Glenn Hitt, P.E. of D.S.& T., Inc., under the
existing agreement regarding engineering services on Oak Trail
Drainage Improvement, they have provided additional services,
beyond their scope of work and the invoice for that
$1,835.00.
Attached please find a copy of a second request for proposal
regarding the Oak Trail project, for the amount of $7,100.00.
Please note that as per our discussion today and my telephone
conversation with Glenn Hitt of D.S.& T., this amount would
also cover his study and findings of the probable cause of
such a drainage problem. The R.F.P. would need to be revised
to include language in regard to this additional study.
In order to complete the above drainage study and also
accommodate for construction inspection and administration by
D.S.& T., funds in the amount of $8,935.00 would be needed.
To my knowledge, there are no funds available at this time.
