In accordance with your request of July 16, 1993 regarding facts relative to
the alternative route considerations and permit requirements for the Grapevine
Creek Sewer, we offer the following information.
Attached is a document entitled "Alternate Route Considerations" prepared
by this firm that should provide the in-depth facts that you are seeking.
In regards to the permit requirements, it is important to note that prior to
1992 the Corps of Engineers had review authority and coordination responsiblity to
the various local, state and federal agencises. The review of this project with the
CO.E. and the following agencies was initiated in 1991 and completed in 1993.
1. U.S. Fish and Wildlife Service.
2. Texas Historical Commission.
3. Texas Parks and Wildlife Department.

6. Texas Water Commission.
7. TU Electric.
8. Lonestar Gas.
9. Dallas Area Rapid Transit Authority.
10. Private Pipeline Companies.
11. Dallas Water Utilities.
After completion of all the coordination among the above listed agencies, the
Corps of Engineers was satisfied that all requirements had been met. The CO.E.
issued its final determination on April 22, 1993 that a 404 permit by the Department
of the Army was not required. (attached)
