Attached please fmd engineering services proposals for the Phase 1 drainage improvement projects
discussed on Monday. Two proposals are provided for Brooks Lane to aid city staff in choosing the best
approach to this project. The fust proposal is an engineering services budget of $3,896.00 for the
preparation of construction plans for the two inlets on Brooks Lane. The property owner could also be
advised at this time of flood proofing methods, such as driveway curbing. The second Brooks Lane
proposal is for exploring other design options as well as preparation of construction plans for the
diversion.
Table I summarizes the engineering services budgets from the attached proposals and the
estimated construction costs from the City-Wide Stonn Water Management Plan. Please note that each
of these contracts may be executed separately for your convenience. It may be advantageous to indicate
this in your council package so that if there are questions concerning one contract, others can proceed in
a timely manner.
Table 2 is a suggested implementation schedule which would allow city staff to coordinate
implementation and/or construction with current manpower. As we discussed the enclosed contracts would
provide services through the completion of construction plans and specifications. City staff could handle
bidding, award, administration and inspection of the project or these services could be handled by separate
contract with a consultant This allows for the detennination of staff availability after the first of the year.
Several projects could also be combined with one bid opening and one set of contract documents which
may provide additional cost savings to the city.
Halff Associates is prepared to begin work immediately upon council approval. Please let us
know if these drainage projects will be on the November 12th council agenda, so that we may be present
to answer any questions. Contracts may be initiated by returning one signed original for our files. We
look forward to working with you on the implementation of Phase I of the City-Wide Stonn Water
Management Plan.

A. Description of Project
Preparation of construction plans and specifications for storm sewer inlets on Brooks
Lane in the Hunterwood Subdivision. This is a portion of the Stage I improvements
included in the City-Wide Storm Water Management Plan. Installation of the inlets on
Brooks Lane would provide minimal additional protection for the residence at 415 Brooks
Lane. However, it would allow the remaining improvements to be moved to a later phase.
The property owner could also be advised of flood proofing methods such as the installation
of a driveway curb to provide additional protection for the garage.

The Basic Fee for the services described above will be based on a lump sum fee of
$3,896.00. The engineering services will be billed montWy or at the completion of each
phase, whichever comes first. The work will be invoiced on an hourly basis of 2.13 times
salary costs. Salary cost as defined by the ASCE Manual and Report on Engineering
Practice No. 45 is the cost of salaries (including sick leave, vacation, holiday and incentive
pay) for time directly chargeable to the project, plus unemployment, excise and payroll taxes
and contnbutions for social security, employment compensation insurance, retirement,
medical and insurance benefits. Direct costs such as reproduction, sub-consultant services,
long distance phone calls, deliveries, etc. will be billed at 1.10 times cost. Computer charges
will be invoiced at 1.0 times cost.
This proposal will serve as the engineering services contract upon execution in the

proposal combines both of the Site J projects shown in Phase 1 of the City-Wide Storm Water
Management Plan.

changes or review comments and coordinate with the property owner.

MEADOWS SUBDIVISION - STAGE II
A. Description of Project
Preparation of construction plans and specifications for storm sewer inlets and the
proposed diversion through Waterside Estates - Phase I. The infrastructure in this subdivision
has been completed but the majority of the residential lots are currently undeveloped. The
required easement through this subdivision was obtained by the city during a recent replat. The
construction of this project is not scheduled until Phase 4 of the implementation plan. However,
the scope of services for this project includes preparation of construction plans and specifications
allowing city staff to proceed with a portion or all of this construction in a timely manner. For
example, the lake outfall could be installed immediately to avoid fence and landscape relocations
where the easement traverses two lots. It is also possible that the current developer might
participate in some portion of the construction cost since this project benefits Parkway Boulevard
adjacent to Waterside Estates.
