RE: Contract Performance / Sidewalk Replacement Program
Dear Mr. Estrada:
This letter is written to express dissatisfaction with the progress of the annual sidewalk replacement
program. The City of Coppell has received more complaints from citizens about the quality and
progress of the work than we have in previous years under the same contract. The responses we
have received from your firm to inquiries about sidewalk repairs have been inaccurate and lead to
frustration from our citizens and staff. This office has received many calls and visits from angry
and upset citizens who were told to expect their repairs to be finished in a specified time frame, only
to have the time go by with no action taken and no work done by your company.
We have visited the addresses of residents who have contacted us to express their dissatisfaction to
determine the status of the work at those locations. Some of the issues observed during these visits
are poor quality backfill, incomplete portions of sidewalk, non compliant cross slopes, and graffiti
etched in the concrete. These are all in areas where the work has been completed. There are many
other areas where the complaints stem from the length of time it takes from when the sidewalk is
removed, to the time it is replaced and backfilled with all forms and associated mess cleaned up.
While Estrada Concrete is performing this work under contract for the City of Coppell your firm is
representing this city. If you are wlable to construct the work under this contract in a timely
manner, and to the level of quality expected, we will have no choice but to cancel the contract.
