City En,~qneer City ~ Coppell P.O.~ox 478 Co,ell, Texas 75019 RE: Hill Drive Drainage Improvements - Phase A Dear Mr, Doyle: On Tuesday, April 18, lg89, Paul Lipscomb, Paul Tucker and I met with you and Shohre Daneshmand to discuss the project. Our minutes of that meeting are summarized as follows: 1. We presented the results from a preliminary analysis based on record information rather than field verification. The analysis indicated that: The actual drainage area for the alley appears to be approxi- mately 5 times the design drainage area (2.6 acres rather than 0.5 acres). · The hydraulic capacity of the alley appears to be inadequate based on the City's current design criteria. Actual construction of the alley may have resulted in a further reduction of the actual hydraulic capacity of the alley. · The four-foot inlet in the alley appears to be inadequate. · Landscaping and marginal grading of the individual lots have complicated the drainage problems. Possible solutions could include: new inlets, storm sewers, removal and replacement of portions of the alley, and individual lot grading by the homeowners, 330 Union Station Dallas, Texas 75202-4802 214/748-6740 Mr, Russell Doyle April 24, 1989 Page Two 2, All concurred that we should proceed as follows: · Meet with public works to get their input, · Meet with homeowners to discuss their observations and con- cerns. · Initiate surveying after meeting, · Prepare a schematic design of options, This is our account of what transpired during the meeting, If you have any questions or recognize any discrepancies, please do not hesi- tate to call, I have enclosed a revised schedule and a draft agenda for the homeowners meeting for your review, Please forward your comments and the executed agreement at your earliest convenience.
