Re: Drainage Problem in Alley at 141 Hill Drive, Coppell, Texas
Dear Mr. Doyle:
At your instructions we have enclosed a proposal for verifying the
cause and recommending a solution to a drainage problem at the
above address. A field observation and a cursory plan evaluation
concerns DeShazo, Starek & Tang as follows:
1. Probable inability of the existing alley pavement to convey the
design flow.
2. Probable inability of the existing alley inlet at 141 Hill to
accept the design flow.
3. Existing construction differing from plan design.
4. Plan design criteria (1980) differing from current Coppell
requirements.
A plausible resolution of the problem could involve reconstruction of
the existing inlet and portions of the alley. Final engineering plans
and construction expenses could likely range in cost from $40,000 to
$55,000.
We recommend that a Phase A and Phase B approach be utilized.
Phase A proposal as attached would authorize DeShazo, Starek &
Tang, Inc. to proceed with an evaluation to accomplish the
following:
1. By limited survey, determine the actual extent of deficient
conditions in the alley.
2. By thorough analysis recommend an economical resolution of
the problem prior to proceeding to Phase B.

Phase B would authorize preparation of final engineering plans
complete with the necessary additional survey and construction of
the improvements.
We trust this proposal meets the needs of the City of Coppell.
