Griffin, P.E., City Engineer SUBJECT: Barbara Austin Drainage Problem DATE: September 24, 1992 On August 6, 1992, you and I met with Barbara Austin and Bill Anderson to discuss her drainage concern and the construction of Moore Road. At that meeting, several options were discussed for some fy. pc of participation by the City and Ms. Austin on the drainage and/or the street construction. Two of the options discussed were: 1) some type of arrangement where Ms. Austin would construct the improvements and be reimbursed to some degree by the City, 2) the City would construct the drainage and street in conjunction with the Sandy Lake reconstruction and then be reimbursed by Ms. Austin or her developer. The direction given at the end of the meeting was that Ms. Austin and Bill Anderson would discuss the options further and any others that they may wish to pursue. They were to meet with us again to discuss the options so that we could proceed with either a request for proposal for Sandy Lake Road to start the design or start the various mechanisms that need to be completed prior to the City participating in this project. However, I have yet to hear from Ms. Austin on this issue. I have spoken to Bill Anderson to inquire if he and Ms. Austin had met to discuss this any further. He stated that they had discussed it and they were still pursuing this matter. Bill Anderson stated that one of the major obstacles has been dealing with Lone Star Gas. It's now been seven weeks since we have met concerning this issue. Mr. Anderson stated that he will speak to Ms. Austin so that an initial proposal can be brought forth. At the September 22, 1992 City Council meeting, this issue was brought up by the Council as to what was going to happen to the $200,000 in Certificate of Obligations that was specifically labeled for "street and drainage improvements". Currently, the timing of this project rests with Ms. Austin. However, I have instructed Bill Anderson to contact her and respond to us as soon as possible.
