"RIGHT TO CARRY" LEGISLATION NOW
HAS BAD MUNICIPAL PROVISION
S.B. 60, a bill that would authorize Texans to obtain licenses to carry concealed handguns
under certain conditions, passed the Senate several weeks ago. On Monday, May 1, the bill
was on the House floor for consideration by the entire House of Representatives.
During floor debate, the House approved an nmendment to Section 215.001Co) of the Local
Government Code. That amendment provides that a. city my not prohibit a person who is
Hcensed to carry a concealed hnndgun from carrying a flrenrm at a public park; a public
meeting of the city, county, or other governmental body; or a political rally or parade.
Please contact all members of the Legislature to express your oppos#ion to this provision.
Urge all members to insure that this provision is removed by the conference committee on $.B.

CITIF. g WITH DRAINAGE UTILITIES - TAKE NOTE
A House Committee has approved H.B. 3038 relating to drainage utilities. In its current
form, the bill provides that drainage utility revenue must be spent only in accordance with a
priority system in which funds are spent to: (1) comply with federal or state roles, and (2)
carry out drainage projects "located in or benefitting economically distressed areas." Only
after those priorities are addressed can the funds be used for other projects.
If your city now has -- or is considering the creation of -- a drainage utility, you should
contact members of the House to express your concerns.
CITY-RELATED BILLS FILED
Even though only three weeks remain in this session, legislators continue to file bills. The
totals are quite impressive -- nearly 5,200 bills and proposed amendments to the Texas
