"RIGHT TO CARRY" LEGISLATION NOW
HAS BAD MUNICIPAL PROVISION
S.B. 60 a bill that would authorize Texans to obtain licenses to
carry c,)ncealed handguns under certain conditions, passed the
Senate ~everal weeks ago. On Monday, May 1, the bill was on the
House ~loor for consideration by the entire House of
Repres~ tatives.
During loor debate, the House approved an amendment to Section
215.001 b) of the Local Government Code. That amendment provides
that a city may not prohibit a person who is licensed to carry a
concealed handgun from carrying a firearm at a public park; a
public meeting of the city, county, or other governmental body;
or a pokitical rally or parade.
Please Dontact all members of the Legislature to express your
opposition to this provision. Urge all members to insure that
this prDvision is removed by the conference committee on S.B. 60.
CITIES WITH DRAINAGE UTILITIES -- TAKE NOTE
A House Committee has approved H.B. 3038 relating to drainage
utilities. In its current form, the bill provides that drainage
utility revenue must be spent only in accordance with a priority
system in which funds are spent to: (1) comply with federal or
state rules, and (2) carry out drainage projects "located in or
benefitting economically distressed areas." Only after those
