Parcel 22 - Permanent Right-of- Way
Dear Mr. & Ms. Wilson:
The City of Coppell is currently working with the engineering firm of Freese and Nichols to design the
Bethel Road 11 project. The project will consist of the reconstruction of Bethel Road from Freeport
Parbvay to Denton Tap Road, and Coppell Road from Bethel Road to Cooper Lane. The existing t\vo-
lane asphalt roadways will be reconstructed as t\vo-Iane concrete roadways with improved drainage and
sidewalks. The work will also include the installation of traffic signals, and landscaping and enhanced
pavement in the Old Coppell area.
The project is in the final design phase, and the city is in the process of acquiring right-of-way and
easements from 24 parcels within the project limits. It will be necessary to acquire permanent right-of-
way from your property located at 417 Bethel Road. The property has been designated as Parcel 22 on
the 'Bethel Road Proposed Right-of- Way Map'.
The city needs to acquire 0.098 acres of permanent Tight-of-way from Parcel 22. This overall acreage
includes 0.094 acres of right-of-way that the city obtained through prescription. Typically, prescriptive
right-of-way is created when the city makes improvements or maintains a portion of private property for a
fixed period of time. Your deed runs to the centerline of Bethel Road, however the city has and continues
to maintain the road and adjacent drainage ditches. The prescriptive right-of-way extends from the
centerline of Bethel Road, southward to the southernmost top bank of the existing drainage ditch. This
prescriptive right-of-way has never been recorded in the deed records, so the city needs to proceed with
acquiring it as permanent right-of-way. The right-of-way is needed for the construction of the roadway
improvements.
With this letter I am providing a copy of the legal description and plat for Parcel 22. Please review the
enclosed documents and let me know if you have any questions or if you wish to view the construction
plans. It is anticipated that construction will begin in the 2nd quarter of 2007.

Parcel 22 - Permanent Right-of- Way
Letter of Permission
Dear Mr. & Ms. Wilson:
This letter is written as a follow up to a letter you should have received in July 2007 expressing
the city's need for dedication of right of way or easement on your property. This earlier letler is
attached herewith for reference.
As of the writing of this letter the city has not yet acquired the necessary land to move forward
with this project. In the referenced letter we indicate that the plan is to begin construction in the
third Quarter of 2008. That is still the plan, however we must first acquire the land, and then
have the various franchise utilities (phone, gas, electricity, and cable) relocate their infrastructure
prior to beginning construction.
As a reminder, we are offering to compensate you for acquisition of this land based on values
determined by the Dallas Central Appraisal District. The attached letter from July details the
offer for acquisition of this parcel of land.
1 would like to take this opportunity to personally make myself available to you for any questions,
comments, discussion, or counter offers you may wish to make concerning acquisition of this
land. Please call me at your convenience to discuss this issue, or to set up a time for me to meet
you at this location to layout what we will be doing during this project.
