CISD Okays' Final North Lake Settlelllent -All Parties Could Sign Today By Jane Moore Coppell ISD Board mem- bers on Monday approved sev- eral resolutions related to prop- erty at North Lake, paving the way for possible signings todflY , by all parties on a formal settle- ment agreement that ends years ofIitigation involving the School District, City, a developer and even the City of Dallas, School Board members au- thorized signing of a more spe- cific version of the original gen- eral agreement signed about a month ag9,according to Sid Grant, CISD assistant superin- tendent of business and support services, who has' been im- mersed in the North Lake issue for years. "This final settlement agree- ment has taken the terms of that (original) agreement and tried putting in enough details to cover . all the bases for all parties.:. it's a more complex version of the original agreement," Grant said. The Board also fOrmally au- thorized the purchase of four tracts of land on the North Lake property, and if all parties sign today, CISD will immediately purchase 82 acres from Billings- ley Company. That purchase will include a 70-acre high school site and a 12-acre elementary site, and is part of the 122 acres CISD will purchase under terms of the settlement. The School District will also purchase two 20~acre sites from Luminant Generation ComNny. National Night Out (NNO) is a natiomil program that encourages neigh- borhoods to hold block parties where nei2"hbors can come ont- party contest with awards for the best spirit, best theme, and the party with the most attendance. Neighborhoods that are selected as winners receive a "2008 Block Party Winner" street sign for their neighborhood. The deal includes 475 acres (including lake acreage) for the City, and the devel- oper, Billingsley, will get about 843 acres. Although most of the land lies in CISD attendance zones, it is ac- tually part of the City of Dallas and . was originally the site of a Dallas Power and Light electrical plant. Billingsley bought some of the prop- erty from TXU several years ago. When Dallas City Council approved Billingsley's request for high-den- sityJresidential zoning, it led to the legal battle that the settlement will finally resolve.
