Martin, Graduate Engineer Storm Water Utility Meeting//2 October 22, 1993 The following items were discussed at the October 19, 1993 meeting: 1) Legal Counselor, Bruce Stockard, suggested that the storm water utility ordinance and storm water utility fee be passed as one ordinance. Also he said he would verify if renters of residential property could be charged the drainage fee or does the owner need to be billed. 2) The storm water utility ordinance should be taken to Council either in June or July of 1994. 3) The committee agreed that the public hearings should be held in February or Mar. ch of 1994. 4) Beth Drouin stated that there would not be a problem adding the storm water utility charge to the water bill as long as enough time is given to order new forms. Water billing forms are usually ordered a year in advanced. 5) The owners of strip shopping centers would be billed according to the total acres of the shopping center. 6) The owners of mobile home parks would be charged according to the number of trailers times the individual residential drainage fee. 7) The committee agreed that we should require new commercial development to provide the amount of impervious acres on site plans. A clear definition of impervious acres should be defined in the ordinance. 8) Bruce stated that churches could not be legally exempted from the charge because the Storm Water Act does not mention churches in the exempt classification. 9) There was discussion regarding the distribution of funds generated from the storm water utility fee. It may be advisable to designate an administrator to determine how the collected funds would be distributed. 10) Public Works said they would provide a cost schedule for the maintenance of existing drainage systems and channels at the next meeting. The next storm water utility meeting is scheduled to be in December. A memo will be sent out when a date has been set. At the next meeting our goals will be to determine the proposed rates for both residential and commercial properties. Also we will prq2oare the first draft of the storm water utility ordinance.
