I. The Storm Water Utility District is essential for the following reasons: A. Correction of existing drainage problems

II. An In-House task force should be assembled to make decisions concerning the Storm
Water Utility district. Members from the following City divisions should be involved:

III. Questions and concerns to be addressed
A. Need to determine what unit the charge would be based upon.

1. One way this charge could be figured is to make a list of all the major and
minor drainage problems throughout the City. Once a list is compiled a
cost estimate and a time line would be determined based on future needs.

1. Runoff coefficient based on land use codes shown on tax rolls.
a. Only considers the land use to date; does not consider future used as
agricultural but zoned for commercial. Would it be important
to consider the future use of the land?
b. Codes are updated once a year.
2. Runoff coefficient based on zoning map.
a. May be considered unfair because land may be presently be used as
agricultural but is being charge as commercial.
b. Zoning map may change throughout the year.
c. Special consideration would have to be used for zoning such as PDs
& SUPs because they may have different types of uses i.e. residential
and commercial.
