Creation of Storm Water Utility

I have read your memos dated April 8th, 1993 and February 5th, 1992. In both memos you
suggest the creation of a staff task force to study and evaluate the implementation of a Storm
Water Utility District. I had previously asked you to revise your February 5th, 1992 memo to
provide specific tasks for the implementation of a Storm Water Drainage District.
Prior to my accepting the concept of a staff task force, I need to see the exact tasks that you
would be expecting of the other people involved in the study i.e., exactly what are you looking
for from Chad Beach in the Tax Department - what would be his role, is it something that you
could do or is it something that only he can do or does he just need to be available to provide
some assistance or information at various key points during the study period? Also, exactly
what would be Beth Drouin's duties in this task force and what exactly are you looking for from
Bob Miller. Above all, specifically what are your tasks going to be? As I indicated in a
previous meeting, I need specifics on what these people would be asked to do to determine
whether or not it is something that we can handle in the Engineering Department. I find it very
difficult to try to obtain approval for other people to assist us in our projects when the work load
for these other departments is tremendous at this point in time.
I would ask that you resubmit a memo to me no later than Friday, April 23rd, 1993 that lays
out specific tasks for the people that you are wishing to include in the staff task force. At this
point in time, I am unwilling to commit to the concept of a staff task force until I am entirely
sure of what we are expecting of the staff task force and whether it is something that can
actually be handled by the Engineering Department with just some periodic input from key staff
people in various other departments.
