DR9302-CS 911209COPPELL PUBLIC WORKS DATE: TO: FROM: RE: Shohre Danes~nd, Acting City Engineer Howard Pafford, Water Utilities Superintendent Drainage Utility/City of Coppell In previous conversations, I have informed you that Public Works Administration had budgeted for the funding of a Drainage Utility Study in the F.Y. 1991-92 budget. City Council approved $45,000.00 to fund this study this year. In speaking with the Public Works Director, we have determined that this project is related to Engineering and therefore should be handled by the City's Engineering Department. As you are aware, recent legislation has allowed municipalities to set up drainage utilities to fund drainage studies, drainage improvements and storm water management programs. The funds appropriated in this years budget should adequately fund a study that would include coming forward to Council with a recommendation for setting up the drainage utility in the City. The document produced by this study would also include the terms and conditions for assessment and collection of the drainage utility surcharges/fees. It will probably be necessary to schedule a meeting to discuss the transfer of this project. If you wish to try to schedule a meeting or you have any questions regarding this matter, please advise.
