The second Storm Water Utility meeting will be held on Tuesday, October 19, 1993 at 9:00
a.m. in the 2nd floor conference room. Attached are a few of the comments that were made at
the first meeting.
I have asked Beth Drouin, Billing Coordinator, to attend this meeting to discuss the possibility
of including the drainage charge on the City's water bills as we discussed at the last meeting.

The following is a list of some of the items covered in the first Storm Water Utility meeting:
1) The question was asked if the ' Subchapter C. Municipal Drainage Utility
Systems~ was published in the Local Government Code Book. This was verified in
the library.
2) Gary asked how drainage projects were funded in the past. Ken stated that in the
past drainage projects were usually funded through bonds and the general fund.
3) There was discussion regarding the allocation of the money collected in the
drainage fund. Talked about dividing the fund into three separate categories. The
fn'st category would include major drainage projects i.e. projects listed in the City-
Wi~l¢ Storm Water Management Study which was approved by Council on 1/29/91.
The second category would be for maintenance projects i.e. existing drainage
structures and channels. The third category would be used to correct minor nuisance
drainage projects i.e. Devonshire drainage channel.
4) There was discussion regarding billing of the drainage utility charge with the water
bill. Chad stated that the water bill is full and that if we intend to show the charge on
the bill then someone in the water billing department should be contacted. He said
they usually order billing forms a year in advance. I talked with Beth Drouin, Billing
coordinator and she said they intend to order new bills in approximately 7 months. It
was decided that when the next meeting is held the Billing Coordinator should be
present.
5) Decided to determine the average residential lot size and bill all residents the same
rate.
6) Decided to determine an equivalent drainage service unit to base the drainage
charge for both residential and commercial property.
7) Decided to have a workshop for the council members to explain the components of
the Drainage Utility System.
8) Questions that need to be discussed with the City Attorney:
a) In regards to leased property, can the renter be billed for the drainage
charge or does the owner need to be billed.
b) Can churches be legally exempt from the drainage charges.
