RE: Drainage - Flooding Complaint/Austin Property

As per your request, I met with Mrs. Barbara Austin on Friday, September 14,
1990, at her above referenced site. Mrs. Austin expressed concerns regarding
the amount of off-site drainage outfalling into her property from south side of
Sandy Lake Road.
Mrs. Austin made the following co~entsz
- That she had sent a letter to the City a few years ago, and had made Wayne
Ginn of Ginn, Inc. aware of this problem at that time.
- Wayne had indicated to her that since this is a private property, the City
could not do any grading work on her property. Mrs. Austin indicated that
the drainage flow has increased as result of developeent along the south
side of Sandy Lake Road, and that she should not be the one to address
this problem.
- That she wants the City to do something and correct the problem in the
interim time.
- That small bridges crossing the channels on her property have either
collapsed and/or water runs over them, making them im~oBsible to drive
over.
- Mrs. Austin provided me with some pictures of her property being flooded
recently.
Please note that based on preliminary studies, it appears that drainage from
80(+-} acres outfalls into, and basically runs thru, Mrs. Austin's property in
a northerly direction.
The interim solution would be to widen and regrade the channells on Austin's
property to allow for more defined drainage. This would require some surveying
and engineering designs, prior to the start of any grading work. The permanent
solution, per Albert H. Halff's storm report, would result with the roadway
widening and drainage improvements made to Sandy Lake Road and Moore Road.
Mrs. Austin and her husband also requested that we consider allowing the
installation of a traffic sign to prevent blockage of their driveway access to
the property from Sandy Lake Road. ~n
