Item #/~ City Council Agenda Dated: 8-23-88 II. Comments/Recommendations: Mr. Don Jones who resides at 632 Bethel School Road met with me to express his concern at the City's inaction in responding to his complaint about maintenance of the drainage ditch behind his house and the culvert underneath Bethel School Road. As you know, Mr. Jones has been attempting to make major beautification efforts of this drainage creek behind his home. Mr. Jones previously came to the Council and requested assistance with another upstream maintenance problem, but was denied. Mr. Jones has told me that he made the correction himself. At this point he believes some of the current problems he is experiencing in his continuing efforts to improve this drainage area are contingent upon the City's maintenance of the drainage culvert and the drainage area south of Bethel School Road. The culvert is filled with a large amount of silt and the drainage area south of Bethel School Road is heavily silted. The Public Works Director and the city Engineer have been working with Mr. Jones in our attempts to find a solution to the problem. The proposed solution is to remove the silt from the drainage area south of Bethel School Road and the Page 2 culvert. To accomplish this we will have to contract for the work since we do not have the necessary dragline equipment to do the work. We have been given a cost estimate of $5600.00 to do the job. Mr. Jones has insisted that the City assume this responsibility and has threatened to submit claims for all previous maintenance costs, as well as claims for damage to his property if it is not corrected. We are asking you to determine if this drainage work is a priority project since, as you know, the City has other drainage problems which have been placed on hold. Some dollars are available in Street Maintenance for a small amount of this type work if you wish to undertake this project. Steve Goram and/or Russell Doyle can respond to your questions about these drainage projects, and this one in particular. We request your consideration and direction in this matter. After reviewin9 the Public Works budget, there appears to be some money in the line item Street System Maintenance to accomplish this. The majority of the money will have to come from revised revenue estimates that will be presented to the Council on August 22, ]_988 or come from fund balance. FT/lr August 18, 1988 TO: Alan Ratliff, City Manager FROM: Russell Doyle, City Engineer RE: Culvert/Drainway Maintenance @ 632 Bethel School Road RECOMMENDATION: City Council approval for expenditures for an Engineering Analysis and remedial work that will be recommended by the Engineering Analysis to remove silt and dirt from the culvert at subject location. Total estimated funding is $5600.00. BACKGROUND: Mr. Don Jones has landscaped his drainway easement a number of times and it gets washed out at each heavy rain. He said if some remedial action is not taken, he will start billing the City for the remedial work. City staff has been working with Mr. Jones and Public Works had arranged for the County to clean out the culvert and dredge downstream, since the City does not have the proper equipment to do this type of heavy work. However, it was discussed and determined that an Engineering Analysis should be done to provide just how far we should dredge downstream of the culvert under Bethel School Road ; and how much, if any, regrading would need to be done upstream along Mr. Jones' property to blend with the slopes. This would ensure stable slopes after the work is completed. DISCUSSION: Although Mr. Jones feels the City should pay for the regrading on his property, he says he is willing to do the regrading relating to any culvert cleaning work to be done by the City; likewise, Mr. Jones indicated to me that the neighbors will work with the City in identifying their sprinkler systems, so that the sprinklers will not be damaged. If this work proceeds, since the work to be done will be recommended action from the Engineering Analysis, the Engineering Department will coordinate the conduct of this work with Mr. Jones, Public Works and the other property owners. The estimated costs are: Engineering Analysis $ 720.00 Cleaning Work 3500.00 Surveying 500.00 Contingencies 880.00 TOTAL ESTIMATED COSTS: $5600.00 * See Attached Work Order SE~Za~RY: The work presented above is for providing the proper direction to this maintenance operation in order to return this culvert to orig- inally designed capacity; and to grade the drainway on both ends of the culvert so that the flow of storm-water will occur in an efficient manner, and that the slopes of the drainway remain stable. COPPELL PUBLIC gORKS July 27, 1988 TO: Steve Goram, Director of Public Works FROM: Steven M. Morton, Chief Developmental Inspector RE: 632 Bethel School Rd. Steve, the erosion/drainage ~'6blem ~hind Don Jones' house has been ongoing since Mr. Jones brought this problem forward for City assistance nearly six months ago. Briefly, the situation was a overgrown, terribly eroded with washed out creek, which the property owners own to the center line of creek. At Mr. Jones' northeast property line, there was a 8' deep x 20' diameter washout, and the flowline of the creek was being pushed towards Mr. Jones' rear property line and had severely eroded the bank by a 24" R.C.P. storm drainage pipe discharge water from Hawk Ln. from that point to Bethel School Rd., the creek had erorded more of the soil on both sides of the creek to the culvert (these banks were virtually vertical). The 4 lots up stream (north) of Mr. Jones' property had debris that had bridged the eroded creek and would not support a childs weight. This is how I became involved. I responded to Mr. Jones' concern for childrens safety. Since that time Mr. Jones has terraced his property along the creek, sodded banks, and aligned creek back to its proper location. Mr. Jones had improved the condition of creek and discharged entries 100% from their original condition 6 months ago. I have directed Mr. Jones to our floodplain administrator Kevin Peiffer several times, so Kevin could be aware of the situation. Kevin had no problem with the improvements. When I first went to the site to evaluate the condition I included Per Birdsall, Carl Bass, and later was joined by Dale Jackson. This situation is what started Building Inspections and Development Inspections joint effort to correct this condition before they got to the point that Mr. Jones was faced with. This project is totally on a existing residential site. My position on this was as a courtesy to Mr. Jones to aid him in contacting the proper persons within the City who could assist him.
