Local govemment representatives testified in favor of this appropriation before the House and Senate Committees eadier this year. Texas Water Development Board - The Texas Water Development Board has been requested to award $1,000,000 for the 1992-93 biennium cost-sharing of the Feasibility Study. On December 12, 1991, the Texas Water Development Board approved the FY92 cost share in the amount of $575,000 and NCTCOG will request the remaining $425,000 for the FY93 State cost-share portion of the Feasib~ity Study. The local governments through NCTCOG must match the TWDB funds on an annual basis. Local Inklnd thru NCTCOG Commltteea - The time spent by committee members at NCTCOG meetings for this program will be credited as inkind contributions. Sign-in sheets will be kept as a permanent record. The budget includes $4,000 per month throughout the study period. Local Cash to NCTCOG - The pa~icipating cities, counties and special districts are executing an Intedocal Agreement with NCTCOG. The Agreement specifies that each county or special district with a voting representative will pay 5% of the local share; the Steering Committee of elected officials will approve the local co~- sharing formula for the nine cities, with pro-rata share of flood plain acreage as the initial basis. The preliminary formula is based on the following information available: o Non-Cities Who Have Signed Agreement - The Tarrant County Water Control & Improvement District #1, Dallas County and Denton County have executed the Interlocal Agreement with a voting member. Therefore, each will pay 5% of the FY93 local share of $377,000, or $18,850 each. The Trinity River Authority and Tarrant County have executed the Interlcoal Agreement es non-voting, and therefore non-paying, participants. o Nine Cities Identified In Interlocal Agreement - The remaining FY98 local share is $320,450 ($377,000 minus $56,550). The Corps supplied NCTCOG with the computer digital files of the 1995 baseline Standard Project Flood per the Reconnaissance Study, and 1987 city boundaries. NCTCOG then provided each city a map with 1987 city boundaries for updating, and made changes received. Of the 80,976 acres in the 1995 baseline SPF downstream to the Dallas city limits, 91% is within the current corporate limits or development control of the nine cities. The $320,450 of remaining local share wes allocated based on the pro-rata share of the nine city's current acreage in the flood plain, plus half of a city's ETJ within the flood plain. o Other Properties Within the Flood Plain - The computer mapping indicates that about 9% of the land is within the 1995 baseline SPF downstream to the Dallas city limits, but outside the corporate limits or development control of the nine cities. The cities not yet participating would be contacted during FY93 regarding their interest. Also, any additional nonfederal lands annexed into the participating cities during FY98 would be included in FY94 calculations of the funding formula. The remaining properties include: o Federal lands which are beyond local development control (COE property downstream of Lake Lewisvifle and Carswell Air Force Base) o Cities not yet directly participating in the Feasibility Study (Benbrook, Haifom City, Huret, Hutchins, Richland Hills and Westworth Village) o Unincorporated lands (Half of Arlington ETJ between SH157 and SH360, and Dallas County) Dated 4/14/92
