the property owner, Ms. Barbara Austin. ~ part of the award of this ~ntraet, a Drainage and ~erow Agr~ment
was n~d~ betw~n the City and Ms. Austin. The aetoal ~ording in the contract h~ b~n agr~d upon, however,
there is a concern on Ms. Austin's part that she should not ex,ute the eontrREt until such time ~ the Municipal
Utility District h~ authorized her annexation into the ML~ so that she ~n get se~'er service to her property. The
sewer service to her property is eriti~l for the sale and development of her property. It w~ anticipated that the
31L~ issue would be worked out prior to now, therefore, the Purchasing Department ~nlaeted the bidde~ on the
~ro~t lo have them extend their bid. The bid extension expir~ on February 24, 19~4. It is unlikely that the bids
~uld be extended again. The bidders have had their bid bnnds tied u~ for approximately $ months pl~ there
could have b~n some shift in the pricing of the bid items. Therefore, staff r~ommends that all bids submitte~
for Bid ~ Q~93~1 for Moore Road Drainage Im~rovemen~ ~R ~3~3) be related by City Council. Staff will
be rebidding this pro~t sometime in the n~r future. Staff will be available to answer any qu~tions concerning
this pro~t.

11. City Manager's Report.
There was no report under this
12. Mayor's Report.
A. Mayor Morton announced that the Police Department will host a farewell reception on
Friday, February 25, 1994 for Captain Iodd Renshaw who will be leaving Coppell to
become the Chief of Police of Frisco, Texas.
13. Liaison Reports.
Citizen's Recognition Commission -- Councilmember Stahly thanked Kathy Bowling for her
leadership and help in putting together the reception honoring former Mayor and
Councilmembers.
YMCA -- Councilmember Stahly announced that the sustaining drive had been completed and
a goal had been attained of $65,000.00.
Library Board -- Councilmember Watson stated that Friends of the Library were beginning their
funding drive for the new library and encouraged eve~'one to participate.
Councilmember Reitman recognized the Boy Scouts who were in the audience fulfilling a merit
badge requirement.
Councilmember Garrison reminded everyone of the Coppell Chamber of Commerce Gala which
will be held on March 5, 1994.
CONSENT AGENDA
14. Consider approval of the following consent agenda items:
A. Consider approval of minutes: February 8, 1994
B. Discussion and consideration of appointment/re-appointment of the
Municipal Court Judge and authorizing the City Manager to negotiate
a contract.
C. Consider approval of a Resolution appointing Election Judge Jeanne
Heath and Alternate Judge Martha Jo Cozby for the Municipal Officer
Election to be held Saturday, May 7, 1994.
D. Consideration and approval of an agreement with Ray Associates, Inc.,
to conduct a salary/benefits survey and related work in the amount of
$11,910.00, with an additional option, to be exercised at the City
Manager's discretion, in the amount of $3,520.00, and authorizing the
City .Manager to sign.
E. Consider approval of appropriating up to $4,480 to proceed with
renovations to Council Chambers, as previously discussed at last
Council meeting.
F. Consideration of rejecting Bid # Q-0993-01 received for the Moore
Road Drainage Improvements (DR-93-03) associated with the
intersection of Moore Road and Sandy Lake Road.

G. 1) Consideration to contract services to provide nlaintenance to
Class A landscaped medians, and to provide services as described
in Alternate ,v2 ~ith X~IC Landscape Services in the amount of
$29,121..00 during the 1993-94 fiscal )'ear.
2) Consideration to contract services to provide maintenance to
Class B landscaped medians, the Grapevine Springs Park site,
and to provide services as described in Alternate #3 with The
Green Company in the amount of $17,924.30 during the 1993-94
fiscal year.
Consideration of a request by' M.J. Designs for a variance to the
subdivision Rules and Regulations to allow a maximum driveway width
of 50 feet for an industrial driveway instead of 40 feet.
Items 14 B and D were pulled for further consideration.

Councilmember Garrison moved to approve Items 14 A, C carrying Resolution No. 022294.1,
E, F, Gl, G2 and H. Mayo." Pro Tem Robertson seconded the motion; the motion carried 7-0
with Mayor Pro Tem Robertson and Councilmembers Weaver, Stably, Watson, Reitman, Mayo,
and Garrison voting in favor of the motion.
Item 14 B:
City Manager Jim Witt addressed the Council and recommended approval of this item. Mayor
Pro Tern Robertson moved to appoint Marian Moseley and authorize the City Manager to
negotiate a contract. Councilmember Garrison seconded the motion; the motion carried 7-0 with
Mayor Pro Tern Robertson and Councilmembers Weaver, Stably, Watson, Reitman, Mayo, and
Garrison voting in favor of the motion. Mayor Morton swore Judge Moseley into office.
Item 14 D:
Councilmember Reitman moved to approve Rem 14 D with an amendment stating that the
contract will begin 2!16/94 with Phase I to be completed by 4/26.'94 and the balance by 5/9/94.
Mayor Pro Tem Robertson seconded the motion: the motion carried 7-0 with Mayor Pro Tern
Robertson and Councilmembers Weaver. Stably. Watson. Reitman, Mayo, and Garrison voting
in favor of the motion.
There being no further business to come before the City Council. the meeting was adjourned.
