EXECUTIVE SUMMARY:
Approval of the amendment will permit F & N to design additional amenities such as street lighting, additional water
line facilities and will enable direct coordination with the DART rail line designers for the Coppell Rd. crossing.
FINANCIAL COMMENTS:
Funds are available in the Street CIP accounts for this amendment to the design contract.
RECOMMENDED ACTION:
Staff recommends approval of the amendment.

Consider approval of an amendment to the design contract awarded
to Freese and Nichols, Inc. on August 28, 2007 for Project #ST 07-01,
South Coppell Road, in the amount of $23,430.00, as provided for in
CIP funds; and authorizing the City Manager to sign and execute any
necessary documents.
The City of Coppell hired Freese and Nichols Inc. in August of 2007 to design the
reconstruction of South Coppell Road from Bethel Road to Southwestern Blvd. The
original contract amount for this design was $164,100.00.
As the design has progressed several items have come up that have increased the scope of
work for the designers. Among these items are the necessity for a permit from DART for
the rail crossing, extension of a 12" water line, street lighting design, addition of a
communication conduit, and the redesign of the downstream storm drain through
Mitchell Street. The breakdown for the cost of these various items is included in the
attached contract amendment.
Staff recommends approval of this contract amendment in the amount of $23,430.00.
This will bring the total contract to $187,530.00. Freese and Nichols is on schedule to
complete the design by spring 2009. We anticipate moving this project to construction
shortly thereafter.
Staff will be available to answer any questions at the Council me,eting.

TASK DESCRIPTIONS - SCOPE OF SERVICES
Basic SCI-vices:
1. DART Railroad Crossing
· FNI contacted and coordinated railroad crossing improvements with DART and FWWR.
· FNI will submit plans for review to DART and FWWR. Plans will reflect DART/FWWR
design criteria at railroad crossing.
· FNI will coordinate with DART for application and permitting process and submit on city's
behalf.
· City will be responsible for DART permitting fee.
2. Waterline Extension
o Extend 16" Water main service approximately 317 LF along Coppell Road South from
railroad tracks to Southwestern.
· One additional plan sheet and one additional dctail shcct.
3. Mitchell Street
· Include Mitchell Street with Coppell Road South Infrastructure Improvements. Add
necessary sheets to cOlTectly construct drainage outfall for Coppell Road South and
repaving of Mitchell Street.
· Two additional plan sheets added to plans.
4. Street Lights
· Provide street lighting along Coppell Road South from Bethel Road to Burns Street,
approximately 1300 LF. Street lighting to match Bethel Road Construction Improvements.
· Three to four additional sheets added to plans.
5. Conduit
· Add approximately 500 LF of 4" Conduit to provide service to the Coppell Service Center.
· One additional plan sheet added to plans.
