The City of Coppell partnered with several developers along Bethel Road to perform a
drainage study associated with the reconstruction of Bethel Road. A key component of the
drainage study is detention on airport property generally located at the southwest corner of
Bethel and Royal Lane. Without detention at that general location, the downstream
drainage facilities will be undersized and there could be a potential for flooding.
The concern I have is whether or not the City can enforce detention on the airport property.
I know that the airport has been successful in getting certain legislation passed concerning
development.
Prior to the City approving the drainage study that shows detention on the airport property,
I need an opinion on whether or not we can enforce detention requirements on the airport.
A response at your earliest convenience would be appreciated as we attempt to move the
drainage study ahead for possible council action. If you have any questions please feel free
