We have discovered the piping is too small for the butterfly valves to operate properly. Ramsey Fort Worth, Texas 76110 Re: City of Coppell Addition of Pump Number 4 at the' Village Parkway Pump Station Dear Mr. Dake: You have recently made us aware of the isolation valve situation on the Addition of Pump Number 4 to the Village Parkway Pump Station project. Based on our discussion with you, we understand the 20-inch butterfly valve on the discharge side of Pump Number 4 and the 30-inch butterfly valve on the suction side of the same pump will not fully open. You indicated that is caused by the pump station piping which is constructed of steel pipe with a cement mortar lining. Steel pipe diameters less than 30 inches are normally specified using the outside diameter of the pipe rather than the inside diameter. With the addition of the cement mortar lining to the pipe, the butterfly valve disk cannot be rotated to the fully opened position. In you letter to us dated May 22, 2000, you indicated the same problems exists on the recently installed 24- inch'butterfly valves on Pumps I, 2 and 3. However, at this stage we understand these valves were "forced" to a fully open position by City staff. On the 20-inch and 30-inch valves, we recommend the spool pieces on the pump side of the valves (pipe pieces O and P on plan sheet CA, or piece numbers 102 and 107 on the shop drawing submittal) be removed- and the cement mortar lining be chipped away the minimum distance necessary to clear the valve. The disturbed areas inside the pipe are to be coated and fully cured with two coats of Tnemee 140 Pota-Pox, or approved equal. On the 24-inch butterfly valve, since these have now fully open, we recommend they be tested for leakage across the valve. We suggest each valve be closed one at a time along with the suction side valve. Remove the pressure gauge on the pump discharge piping and check for water flow out of the pressure gauge tap. Based on your procedure, I estimate it will take an additional two weeks to complete the work on the 20" and 30" piping. It will take approximately two days to disassemble and remove the grout, eight days for cure time for the TNEMEC 140 Pota-Pox coatings and then two days for reassembling. We will also need to include any lost time in processing this change. Cost for this work on the 20", 30" and 24" piping if needed, will be $1,765.25 per pipe. Cost breakdown: Supervision 352.00 3 men -a~lays labor I 624.00 3 Labor Burden ~, 4 390.00 ! Ramsey Fort Worth, Texas 76110 Re: City of Coppell Addition of Pump Number 4 to the Village Parkway Pump Station We are in receipt of your letter dated May 23, 2000 concerning the cost of the corrections to the piping system adjacent to the recently installed butterfly valves at the Village Parkway Pump Station. As we have discussed over the telephone, we are of the opinion that the City of Coppell bears no responsibility for the extra work required to implement these corrections. After reviewing the project specifications, we find the 30-inch piping system should have been supplied and installed with the inside diameter of the pipe being 30- inches in diameter. Your shop drawings indicate the pipe is measured using the outside diameter rather than the inside diameter. As such, all cost associated with corrections to the 30-inch piping shall be borne by you. For the corrections to the 20-inch piping, ShimeL Jacobs & Finklea, L.L.P. hereby agrees to cover the cost associated with the necessary modifications. We offer no objections to the estimated cost outlined in your letter; however, since there is some shared responsibility in the modifications, we propose you eliminate the line item for overhead and profit. In addition, based on our discussions with you today, we understand the time required to complete the modifications may be as little as one-half of your original estimate. Please provide verification of crew hours, materials and equipment when submitting your invoice to our office. As stated in our letter dated May 22, 2000, we recommend the 24-inch valves be tested for leaks and a report made back to us prior to finalizing the scope of work required on these valves.
