City, Developer Face
Off in Long Hearing

The Coppell City Council in
regular session Tuesday con-
vened its first evidentiary hear-
ing to consider the appeal of Mira
Mar Development, LLC, to ap-
portion the costs of municipal
infrastructure improvements in
accordance with applicable law.
The hearing_ concerned
Alexander Court Subdivision
Development at the northwest
corner of W. Bethel Road and.
Denton Tap. The hearing is pro-
vided for in the Texas Local
Government Code.
Attorneys for both' sides, the
developer and the City, attended
the hearing, equipped with a
court reporter, the developer.
City Engineer Ken Griffin and
other City staff were also
present.
At issue for Mira Mar
among City requirements. were
types of curbs, extra drainage
requirements, additional storm
drainage, extra sanitary sewer
manhole, park fees, floodplain
study, inspection fees, tree miti-
gation feeS', waterline concrete
taps, and land dedication.
As an example, regarding the
curb issue, Mira Mar contended
that the City required a type of
vertical curb that cost the devel-
oper a $40,000 loss, rather than
a less expensive rolled curb. But
City Engineer Griffin stated that
the issue was the width of the
road provided by the curb, gut-
ter to gutter, and the road with
rolled curbs was insufficient for
public safety.
As of II :25 p.m., the hearing
had covered only two of the
many issues and the Council had
not deliberated on any of the is-
sues.
The Council agreed to con-
tinue the hearing to a future date,
after calling an end to the hear-
ing at I :30 a.m. The hearing will
reconvene on Tuesday, March
31, at 5:00 p.m.
Allen Road Park to Get New Items

The Coppell City Council
Tuesday awarded a bid to South-
west Parks and Playgrounds for
installation of a new playground
at Allen Road Park.
The City foune! that current
equipment could not be retrofit-
ted, and a new structure will be
needed.
Play activities will be similar
to CllITent ones, said Park Direc-
tor Brad Reid. The awning will
remain.
A low-maintenance flooring
\vill cover part of the playground,
and fOllr picnic tables and
benches will he added.
Cost is $] 99,983.85 for the
plan. The City will hegin the con-
tract phase immediately and the
project could be completed as
early as 90 days from that time.
