Included in the submittal were an application, engineering checklist, and drawings numbered
CD-l and DT-l. The submittal was reviewed to determine compliance with the DART Design
Criteria Manual, Volume 1, Chapter 6, "Utilities".
It was determined that the following items were not adequately addressed:

Serving as the equivalent of a "Regional Storm Water Administrator" for the City of Coppell,
please consider these plans approved by me and accept this in response to Comment #2.
It is our plan to bring the license agreement with DART before out City Council on June 24,
2009. In order to meet that deadline, we need to have the license agreement finalized by June
15th. Consequently, we are hopeful that the aforementioned response and the attached revised
drawings will suffice and allow DART to respond positively with the license agreement by that
time. Please let us know if that schedule is possible.

by Freese and Nichols, Inc. under cover letter dated March 19, 2008, from Austin Gunter.
Included in the submittal bedsides the letter was an application, engineering checklist, a drainage
report and drawings numbered 1-35 of35. The submittal was reviewed to determine compliance
with the DART Design Criteria Manual, Volume 1, Chapter 2, "Trackwork", Chapter 7
"Drainage" and American Railway Engineering and Maintenance-of-Way Association
("AREMA") Section 8, "Highway-Railway Crossings".
It was determined that the following items were not adequately addressed:
1) The existing and proposed 100-year storm water flow hydraulic grade lines must be
shown in profile for the modified culvert on DART right of way. (DART Design
Criteria page 7.6.3 - Channel Geometry Design Consideration)
2) The proposed drainage design must be approved by the City of Coppell Regional
Storm Water Administrator. (DART Design Criteria 7.1.2 - Drainage Report)
Provide a copy of this approval.
3) The drainage report must contain a certificate signed and sealed by a professional
engineer registered in the state of Texas stipulating the design procedures are in full
compliance with the requirements of DART's Design Criteria. (DART Design

The comment received from Fort Worth and Western Railroad is:

and crossing work. A courtesy copy of the latest plan set was shared with both

In addition to the above comments, please show the railroad corridor as owned by Dallas Area
Rapid Transit as Fort Worth and Westem Railroad has no ownership, but a trackage rights
agreement with DART for operation and maintenance of the corridor. Also, Please show the
width of both the railroad corridor and Coppell Road.

The City of Coppell will be reconstructing S. Coppell Road from Bethel Road to Southwestem
Blvd. in the summer of 2008. The project includes drainage improvements in the area of the
Cotton Belt line at Dart mile post 609.01 and Fort Worth and Westem Railroad mile post
28.3. The construction will produce no negative impacts to adjacent property owners or on
DART property. All drainage improvements in the project area comply with the City of Coppell
Drainage Criteria and the drainage requirements outlined by DART.
Existino Drainaoe Facilities
Currently the majority of the west side of Coppell Road has roadside ditches and pipes
channelizing storm water runoff towards the DART rail road tracks. However the water
crosses Coppell Road on the north of the DART property line in a 24" RCP which is partially
buried and under capacity. The 24" RCP pipe outfalls on the east side of Coppell Road and
then sheet flows east to a creek running parallel to Coppell Road behind the City of Coppell
Service Center. Drainage areas on the east side of Coppell Road generally sheet flow to the
creek. Many of the existing ditches are overgrown and the culverts buried with sediment
prohibiting the existing system from functioning properly.
No water currently drains to the DART tracks from offsite drainage areas north of the rail
road. The DART tracks here are constructed on a berm. Some sections along the north of
the track have a shallow ditch along side it. The ditches on the north side of the tracks were
not designed to carry runoff from the surrounding drainage areas but only to convey runoff
from inside of the DART property.
Water drains to the Dart rail road ditch from the south as seen on the attached drainage area
map, specifically offsite areas 012 and 014. An existing 42" RCP carries water on the south
side of the DART rail road tracks from the west side to the east side. This system is
maintained and in good condition.

Coppell Road Drainage Report
Proposed Drainaqe Facilities
The proposed drainage system lowers Coppell road and adds curb and gutter drainage,
removing the need for any road side ditches and culverts. The water along Coppell Road will
be captured by one of two storm drain lines. Storm drain line A conveys approximately 100
cfs away from Coppell road and outfalls at a creek north of bethel road, along Mitchell street.
Storm Drain Line B replaces the existing 24" RCP with various pipe sizes from 21" to 36".
Line B conveys 47 cfs and outfalls 30' north of the DART property line. It will connect to a
proposed SD to be constructed by others prior to this project. Line A and line B storm drains
are north of the DART rail road crossing. Neither storm drain line is inside of DART property.
Both storm drains serve to remove water from Coppell Rd and do not impact the current
drainage patterns or flows inside DART right of way.
The existing 42" RCP conveying offsite flows south of the DART tracks will be extended due
to the widening of the road. The pipe size will not change producing no impact to the
surrounding drainage patterns. The flow to the 42" RCP will decrease due to runoff being
diverted offsite to Southwestern Blvd per sheet DA-1. Sheets SD-6 and LAT-1 shows the
culvert extension within DART property.
Drainaqe Area Map
Sheet DA-1 shows the overall drainage area map for the project including offsite drainage
patterns. The drainage calculations are shown on DA-1 and DA-2.
Drainaqe Calculations
As shown on sheet SD-6 (sht 27-43), Culvert B will be extended due to the roadway
widening. SD-7 (sht 28-43) shows the existing 100 yr hgl for Culvert B. The ddrainage area
for Culvert B is not being disturbed, therefore, a proposed 100 yr hgl is not show.
The sites within our project limits are mostly undeveloped. The proposed system North of
DART's ROW is designed for fully developed conditions. The runoff coefficients used were
based on the zoning map and City of Dallas Drainage Design Manual Section IV, page 1.
When the area is developed the drainage patterns will change. However, the proposed storm
drain systems are designed to carry the runoff flows from these developed sites.
City of Coppell Drainaqe Requirements
The proposed drainage facilities are designed per City of Coppell Drainage Requirements.
See attached letter from City of Coppell Director of Engineering & Public Works, Ken Griffin,
P.E.
Maintenance Procedures
The maintenance of the proposed facilities North of DART's ROW will be the responsibility of
the City of Coppell and will be maintained per the standards of the City of Coppell
Department of Public Works.
No additional maintenance is expected for Culvert B extension.
