Director of Engineering/Public Works City of Coppell 255 Parkway Boulevard Coppell, Texas 75019 RE: DART's Engineering Review Comments regarding plans submitted for the proposed 4- inch PVC communication cable within a 10-inch steel casing pipe crossing the Cotton Belt Line at Coppell Road, Mile Post 609.01 in Coppell, Dallas County, Texas. Dear Mr. Griffin: I have received comments from DART's engineering consultant regarding the plans submitted by Freese and Nichols, Inc. through e-mail dated April 10, 2009, from B. Caleb Thornhill, P.E. Included in the submittal were an application, engineering checklist, and drawings numbered CD-l and DT-l. The submittal was reviewed to determine compliance with the DART Design Criteria Manual, Volume I, Chapter 6, "Utilities". It was determined that the following items were not adequately addressed: 1) The standard application needs to be correctly filled out: The Casing Size and the Casing Wall Thickness do not agree with what is called out in the "Described Proposed Improvements". 2) Plan sheet CD-I (sheet 20 of 42) calls out the encasement pipe to be 12-inch and contradicts the standard application that calls out the encasement to be 10-inches. Please verify. 3) Clearly show and call out existing DART right of way in relation to the crossing. 4) The drawing needs to show that the wall thickness of steel conduits complies with DART standards referenced in Table 6-1 on page 6-14. 5) The drawing needs to show each crossing to be marked with a utility marker in accordance with the DART requirements described on page 6-38. Please revise the drawings addressing each of the comments above and resubmit along with a letter of explanation. Please to me at P.O. Box 660163, Dallas, Texas 75266-7210. If you have any questions, I may be contacted at (214) 749-3619 or via e-mail at fwilson@dart.org. Page 2 Mr. Ken Griffin, P .E.
