ORD Stamped Conc w/ mixAN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. ~0~- ~Tq AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE SUBDMSION ORDINANCE NO. 94643, BY AMENDING APPENDIX C, SECTION I F(2) and (4); APPENDIX C, SECTION VIII B; APPENDIX D, SECTION VI A, B, C, AND D; APPENDIX D, SECTION VIII A AND I; AND FIGURES 3, 4A, 4B, 5, 7,8, 9, 10, 11 ,4aND 24 TO ALLOW FOR THE USE OF STAMPED CONCRETE; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A PENALTY CLAUSE OF A FINE NOT TO EXCEED TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That Ordinance No. 94643 of the City, of Coppell, Texas as heretofore amended be and the same is hereby amended by amending to read as follows: "Appendix C, Section I, paragraph F Intersection Treatment ...... Stamped Concrete shall be used in both street and sidewalk construction ...... Entr?.' V','a.,,s. Stamped Concrete is required at all entries to Subdivisions, Commercial shopping centers, and Industrial parks. Concrete pavers may be considered at enlxances to Commercial shopping centers and Induslrial parks if the installation is not within a dedicated right-of-way of the City of Coppell. Stamped Concrete is also to be used at major, seconda-,'3,, and minor intersections according to guidelines set forth in the approved Streetscape Plan, and to delineate all pedestrian/bike path crossings at streets. Stamped Concrete shall be Red Clay - Bomanite Integral Color with Bomanite Natural Gray release, or an approved equal and Gunmetal Gray - Bomanite Integral Color with Cobblestone Gray Release, or an approved equal. The pattern will be Running Bond Used Brick. In areas where Concrete pavers are allowed i.e., entm.nces to Commercial shopping centers and Industrial parks, the City standard paver is Pavestone "Uni-Ddcor" interlocking or approved equal. The paver is approximately 3 1/8" thick, pigmented and the following color application shall be followed: antique red shall be the standard color, light gray shall be used as accent banding. Accent banding is to be 4" x 8" rectangular paver, "Holland Stone" or approved equal. Concrete pavers must be saw cut. Block cutters will not be allowed. All pavers are to be set into a 1" sand leveling bed, on a sub-base of reinfomed concrete paving, as per the City of Coppell Standard Construction Details unless altemative paving materials or methods of installation are approved by the City Engineer. They shall be acceptable, if they are comparable in quality, color, texture, and integrity to the City Standard assigned to pavers. "Appendix C, Section VIII Sidewalks ...... Stamped Concrete shall be incorporated into the desi'gn of sidewalks along arterials according to the guidelines established in the approved Streetscape Plan .... "Appendix D, Section VI A. Thoroughfare Design Median noses at left turn lanes will be covered with stamped concrete: If concrete paver bands currently exist within the roadway, concrete pavers may be considered upon approval ...... Pedestrian/bike path crossings at streets will be defined by red clay stamped concrete. B. Intersection Design ..... Crosswalks 15 feet or 12 feet wide shall be constructed in red clay stamped concrete. Stamped Concrete will also be used on the comers where pedestrians will be standing. The area of major intersections bounded by stamped concrete bands should be highlighted by Gunmetal Gray stamped concrete (Figure 4A) if engineering proves practical. The third level of intersection design is used to define minor intersections. Crosswalks are eight feet wide and shall be constructed in with red clay stamped concrete with no edge banding ...... Edge Design ..... The drainage spillways should be masked with stamped concrete, concrete pavers or stone to soften their appearance ...... Entry Point Design Entry points are designed to create a sense of arrival in the City, both visually and textually. For major entry points, a twenty foot band or crosswalk of red clay stamped concrete should stretch across the street, creating a visual and textural sense of arrival. The crosswalk could further be defined by two bands of Gunmetal Gray stamped concrete on both edges, if practical ...... Medians at all entry points should receive special treatment in that the nose should be covered ~5th red clay stamped concrete ...... Secondary entry, points should have a 15' crosswalk with stamped concrete defining each edge ...... "Appendix D, Section VIII ..... These include stamped concrete ...... Stamped Concrete: The City standard for stamped concrete for use at intersections, City entry, points, at development/subdivision entry features and to delineate all pedestrian/bike path crossings of streets is Red Clay - Bomanite Integral Color with Bomanite Natural Gray release, or an approved equal and Gunmetal Gray - Bomanite Integral Color with Cobblestone Gray Release in a Running Bond Used Brick pattern. SECTION 2. That all ordinances and provisions of the Ordinances of the City of Coppell, Texas in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 3. That should any word, phrase, paragraph, section or portion of this ordinance, or of the Ordinances, as amended hereby, be held to be void or unconstitutional, the same shall not affect the validity of the remaining portions of said ordinance or of the Ordinances, as amended hereby, which shall remain in full force and effect. SECTION 4. An offense committed before the effective date of this ordinance is governed by prior law and the provisions of the Ordinances, as amended, in effect when the offense was committed and the former law is continued in effect for this purpose. SECTION 5. That any person, firm or corporation violating any of the provisions of this ordinance or of the ordinances, as amended hereby, shall be deemed guilty of a misdemeanor and, upon conviction in the municipal court of the City of Coppell, Texas, shall be subject to a fine not to exceed the sum of Two Thousand Dollars ($2,000.00) for each offense; and each and every day said violation is continued shall constitute a separate offense. SECTION 6. That this ordinance shall become effective immediately from and after its passage and publication of the caption as the law and charter in such cases provide. Acseptable Methods o~ Application- Apply sealer at the rate of 250 square feet per gallon. Apply sealer at a uniform wet film thickness. Do not d~lute or alter material packaged- Allow 24 hours after application before opening to traffic. 1. 5pray Application. Apply sealer with commercial spray apparatus. Use a suitable working pressure to produce a uniform spray pattern with a fan ~ype spray nozzle with orifice size no smaller that 0.035 inch. Apply only at rate s~ified. Broom sealer to eliminate "puddling". Avoid 0verspray and deposits of material on other objects. 2.
