City Manager Jim Witt made a presentation to the Council. Mayor Pro Tem
Tunnell moved to approve Resolution No. 081099.2 directing publication of
notice of intention to issue Certificates of Obligation, Series 1999A, in an
amount not to exceed $4,500,000.00 for purchasing land and constructing City
facilities, and authorizing the Mayor to sign, said resolution being corrected to
refer to the attachment as Exhibit A. Councilmember Stover seconded the
motion; the motion carried 5-0 with Mayor Pro Tern Tunnell and
Councilmembers Peters, Keenan, Stover and Wheeler voting in favor of the
motion.

HISTORY: City Council granted a special use permit for Al's Pizzeria on May
17, 1984. Anamia's restaurant was issued a certificate of occupancy
on May 20, 1994.
TRANSPORTATION: Sandy Lake Road is a C4D four-lane undivided thoroughfare
contained in 80 feet of right-of-way. It is currently a two-lane
asphalt road being improved to a four-lane divided street. Moore
Road is a C2, two-lane undivided street built to standard within a 60
foot right-of-way.
SURROUNDING LAND USE & ZONING:
North- vacant; "C" Commercial
South - vacant; "C" Commercial
East - single family residences; "PD-91" SF-7
West - single family residences; SF- 12

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
neighborhood retail.
DISCUSSION: The applicant will be leasing the old Anamia's space at Sandy Lake Plaza
and is proposing another Tex-Mex restaurant. The private club portion of
the request is to allow the sale of beer, wine and alcohol on the premise.
The total seating capacity for this facility is shown to be 110. The
proposed hours of operations are as follows: Sunday through Thursday
11:00 am to 9:00 pm; Friday and Saturday 11:00 am to 10:00 p.m. The
proposed sign is an ivory channel letter sign that complies to city code.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Stall'recommends approval of the special use permit subject to the following
conditions being met:
1) Approve the proposed hours of operation: Sunday through Thursday
11:00 am to 9:00 pm, Friday and Saturday 11:00 am to 10:00 p.m.
2) Permit the sale of beer, wine and alcohol on the premise.
3) A 750 gal. (minimum) grease trap will be required to be furnished with
