HISTORY: A special use permit application was received on March 15. 1999
from Nextel Communications to construct a 70'-high monopole and
a 200 sf equipment cabinet at the base of the tower. On April 15,
1999 the Planning Department received a letter from the applicant
requesting the case be postponed indefinitely. Applicant was
conducting a flood study in order to determine if the original site
could be removed from the floodplain.
TILANSPORTATION: Beltline Road is a 6-lane divided thoroughthre contained within 110'
of right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the propem,.- as suitable for
neighborhood retail uses.
DISCUSSION: The applicant is proposing to build an 80' monopole with a 200 square tbot
equipment cabinet at the base of the tower. The new tower site is located
on the same property as the North Texas Gymnastics and Ballet fhcilitv.
Yucatan games and food restaurant, a concrete batch plant and storage
facility. With this new location, both the toxver and the equipment cabinet
are no longer located in the floodplain. The applicant will be required to
extend the 24' wide concrete fire lane to the site and provide a
hammerhead turn-around. No portions of the fire lane can be located in
the floodplain.
This tower does meet the minimum separation distance requiremems
stated in the zoning ordinance. The tower is set back approximately 828'
from a divided thoroughfare and 2.500' from the nearest residential
property.:. The 200 sf unmanned equipment shelter will be screened with a
6' high brick masonD~ wall. Against the screening wall. the site plan
shows 7 live oaks and 22 Nellie R. Steven Hollies being planted. The
landscaped area will be irrigated.
According to the applicant the nearest wireless telecommunications tower
is the Radio Broadcast tower owned by the Susquehanna Radio Corp. on
Ledbetter Road approximately 4.000' south of this proposed site.
Typically, staff strongly encourages the use of exiting tower sites as a
primary option for locating new antennas rather than allowing the
construction of additional towers. In this case. staff would concur with the
applicant that there are no existing structures in the vicinity that would
make collocation possible. We feel that the site the applicant has selected
would minimally adversely impact the community. It is a non-residential
property set back a distance from Beltline Road and there are a number of
commercial buildings on the lot that screen the view of the tower. Directly
to the north of this site is the Riverchase golf course with substantial tree
coverage and foliage; to the east is the Elm Fork of the Trinity River and
to the west is vacant land zoned light industrial. The closest residential
property is 2,500' to the north, clearly a substantial distance away. The
applicant has supplied staff with a notarized statement that the tower will
accommodate collocation of additional antennas for future users.
From staff perspective, the applicant has met the conditions of the
ordinance. The selected non-residential site conforms to the separation
distance requirements of the ordinance, it is screened by existing
buildings, and the applicant has provided documentation that the tower
will accommodate the collocation of additional antennas for future users.

RECOMMENDATION TO THE PLAN.'NING AND ZONING COMMISSION:
Although. staff generally encourages use of an existing toxver site for new
wireless antennas; staff is comfortable with the construction of a new 80'-
high monopole to accommodate wireless telecommunications services at
this site. Staff recommends approval of this special use permit subject to the
following conditions being met:
1) Submittal and approval of a color board showing all exterior building
materials.
2) Compliance with Engineering Department comments.

1 ) Recommend approval of the request.
2) Recommend disapproval of the request
3) Recommend modification of the request
4) Take under advisement for reconsideration at a later date.

Dear Mayor Sheehan:
This firm represents Nextel Communications in their efforts to implement a wireless
communication system in the Metroplex. Nextel needs to provide service to the Coppell
residents who live, work and travel in the eastern portion of Coppell. To this end, we have
filed a request for a Specific Use Permit to allow an 80-foot tall monopole communications
tower and accompanying switching equipment on land located north of Beltline Road and
just west of the Elm Fork of the Trinity River. This request received a unanimous
recommendation for approval by the Coppell Planning and Zoning Commission at their
August 19th meeting. The City Council is scheduled to consider this request at your
September 14th meeting.
This proposed facility is located on vacant land which is zoned for light industrial (LI)
purposes. This site is adjacent to the Elm Fork of the Trinity River and a concrete batching
plant. The applicant has taken great care in locating this facility in such a manner that it
complies with the letter, spirit and intent of the City's regulations for telecommunication
facilities. City staff's analysis of this request indicates that this would have minimal adverse
impacts on the community.
Nextel always tries to locate on existing structures whenever possible. Unfortunately,
there are no suitable structures within the area which we need to locate this facility.
However, if the request is approved, Nextel will allow other wireless service providers to co-
locate on this facility, thereby eliminating the need for another tower in the area.
