DRC meeting on October 4, 2001
Dear Ms. Roy and City of Coppell Planning Department,
Again, thank you for your assistance conceming the Sprint PCS telecommunications
proposal for Andrew Brown Community Park Central.
Concerning the results of the DRC meeting, we would like to take a moment to recap
what occurred in that meeting. To begin with, as stated in our submittal letter of 9/19.,"01
that was submitted with the zoning application, Sprint PCS representatives met with City
of Coppell representatives on three different occasions, April 12, April 27, and July 11,
2001. On the April 27th date, an actual site visit with the city to the Sprint PCS proposed
site occurred. All drawings submitted during that time reflected the current location. To
our recollection, even though the floodplain issue was discussed between Sprint PCS
representatives and the city several times on these dates, we don't believe the city ever
stated that our proposed location could not be built in the floodplain. It seems there was
even some discussion about the possibility of elevating our proposed location to get us
above the floodplain. Regardless, no matter what has been said or done in the past, Sprint
PCS realizes that it is our responsibility to abide by all city ordinances and requirements.
At the same time, we would like the city to realize that up until the DRC meeting of
October 4, 2001, we thought we had a viable location for the equipment compound. We
were surprised to hear at such a late date that we could not build in the current proposed
location.
Having said that, Sprint PCS appreciates the continued cooperation and help from the
City of Coppell in finding a suitable alternative location for our equipment compound.
We understand that this new location must have the initial approval of the Parks
Department as well as the Engineering Department and that the location must be out of
the floodplain.

Therefore, we will arrange for a meeting with Mr. John Elias, Park Planner, for the week
of October 8th to go out to the site and look for a suitable location. Hopefully, a location
can be found and we will then provide the engineering department the necessary
documentation showing the new location is out of the Qoodplain. Also the week of
October 8th, we will be following up with the city to see if we have met all the other Staff
Recommendations listed on October 4th.
In summation, Sprint PCS is requesting that a new filing deadline of October 17, 2001 be
granted so that we may provide new drawings based on finding a new location for our
equipment outside of the floodplain. Based on this new' filing deadline, we understand the
new DRC date would be November 1, 2001 which puts the possible hearing dates to be
November 15th for Planning and Zoning, and December 1 lth for City Council. If we have
misunderstood the current status of our case before the city, please notify us as soon as
