Dear Mr. Sieb and City of Coppell Planning Department,
Thank you for your assistance conceming the Sprint PCS telecommunications proposal
located on the land known in the City of Coppell as Andrew Brown Community Park
Central. We appreciate the city working with us in trying to accommodate the growing
telecommunication needs of Coppell, while at the same time continuing to build long-
term relationships in your community.
Some significant mutual benefits of growing the infrastructure with state-of-the-art, next
generation PCS wireless service:
1. Provide a means for improving public safety throughout the community with wireless
technology.
2. Deliver high-quality, safe and secure communications and an array of new cutting-
edge services to the community.
3. Create a communication infrastructure that will support new jobs, economic growth
and additional tax revenues.
Sprint PCS has been working in the City of Coppell to find a suitable telecommunications
location since June of 2000. Sprint PCS has reviewed, looked at, and analyzed different
sites taking into consideration city requirements and a location suitable for optimal
wireless coverage.
On April 12, 2001, Hart Mason representing Sprint PCS, met with the City of Coppell,
Gary Sieb, Director of Planning, to discuss the possible documentation and requirements
that Coppell City Ordinances require concerning this particular site. At this meeting,
preliminary drawings were shown of our proposed site. It was stated during this meeting
that Sprint PCS would need to submit a SUP application due to the requirements of
Section 32A, Wireless Telecommunications Towers and Antennas Ordinances. As per
city ordinances, there are no "By Right" zoning districts for new freestanding towers
allowed in Coppell.

Early on in the discussions concerning this particular site, the aesthetics required for this
area have been at the forefront of our concerns. In particular, the blending in with the
current light standards of the ballpark was of top concern to the city. Therefore, Sprint
PCS will utilize flush mounted antennas very similar to those of AT&T's light standard.
However, in order to have gained additional coverage and capacity for the geographic
area, Sprint needs to have an antenna height of at least 85' or the site will have minimal
impact as far as coverage. We understand that initially some people might think this
would impact negatively the aesthetics, but we sincerely feel that the additional 10' will
hardly be noticed.
On April 27, 2001, Sprint PCS representatives met at the proposed site with Mr. Sieb to
show what our ideas were for the site. Mr. Sieb gave us additional instructions and advice
for information the city would need before he could suggest we make formal application
for our SUP.
On July l 1, 2001, Hart Mason met with Gary Sieb to show final documents (drawings)
with revisions and to provide a sample of the Sprint lease. Mr. Sieb stated at that time
that he felt we had enough initial support for our project and had provided enough
information to justify submitting our SUP application.
Therefore, please accept our application for our proposed telecommunications site. Sprint
PCS proposes to replace an existing 75' light standard with a nexv 85'
telecommunications light standard very similar to the AT&T light standard already in the
park. We look forward to and appreciate the opportunity to address the DRC-
