The following members were present: Chairman Munsch Commissioner Green Commissioner Johnson Commissioner Redford Commissioner Thomas Commissioner Tunnell Commissioner Weaver Also present were City Engineer Russell Doyle, Acting P&Z Coordinator and Consulting Engineer Kevin Peiffer, Civil Engineer Shohre Danesb_mand, City Attorney Larry Jackson and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while Commissioner Thomas gave the invocation. Item 4: Approval of minutes of February 16, 1989. Commissioner Weaver moved to approve the minutes of February 16, 1989. Commissioner Tunnell seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. PUBLIC REARINGS Item 5: Public Hearing to consider approval of a zoning change, Case ,~ from PD Recreation Center, to (PD-LI) Planned Development Light Industrial, for the development of institutional, office, retail, commercial and light industrial facilities, located on the west side of Denton Tap Road, on the north side of the Cottonbelt Railroad, on the south side of Bethel Road, and along the east side of Coppell Road, with the southern line being approximately 3,500 feet along the Cottonbelt Railroad, at the request of Centre Development. City Engineer Russell Doyle introduced the item to the Commission. Mr. Doyle stated that forty-one (41) property owners had been notified of the proposed change. Seven (7) reply forms were returned, four (4) in favor of and three (3) against the change. He further stated that this public hearing had been continued, at the applicant's request, from the February 16, 1989, Planning and Zoning Commission meeting. Mr. Doyle then stated that Staff has no objections to this request. Minutes of March 16, 1989 Planning and Zoning Commission Page 2 Mr. Craig Knight of Centre Development, representing the owner of the property, The Baptist Foundation of Texas, was present to represent this item. Mr. Knight stated that their proposal will include institutional, office, retail, commercial and light industrial facilities. He further stated that The Baptist Foundation had chosen Centre Development in part because they are a local developer. They were also chosen because their specialty is developing business parks, and are well noted for their quality and landscaping. Mr. Knight stated that they basically see two main uses for this property. One of those would be primarily industrial on the west side of the property. The other use, on the east side of the property, light industrial would be used, including office and commercial uses. They have also requested several special use permits at this time. Although he does understand all special use permits will have to be considered individually. Mr. Knight stated that they anticipate the eastern part of the property will be developed first, perhaps within the next two (2) years. The western side of the property would be developed sometime in the future, even as far a five (5) years away. Chairman Munsch then opened the public hearing and asked for persons wishing to speak in opposition to this request. Those persons speaking were: Dave Garrett 230 Samuel Mr. Garrett stated that he is not opposed to this request, but is concerned because of the historic aspects of the park area. Mr. Garrett stated that he would simply like to see the park area preserved. Barbara Bailey 233 Steamboat Mr. Knight then stated that they are working to preserve the historic areas of the park. He then asked for persons wishing to speak in favor of the request. There were none. The public hearing was then declared closed. Following discussion Commissioner Weaver moved to approve the zoning change for Case #PD-108. Commissioner Tunnell seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Thomas, Tunnell and Weaver voting in favor of the request. Item 6: Public Hearing to consider approval of a zoning change, Case #S-1041, from (LI) Light Industrial to (LI-SUP) Light Industrial Special use Permit, for the construction of an electric switching station, on a 3.407 acre site located on the northwest CITY OF COPPELL PLANNING DEPARTMENT STAFF REPORT DATE: March 16, 1989 RE: Case #PD-108 LOCATION: Property is bounded by Denton Tap Road, Bethel Road, Coppell Road and the Cottonbelt Railroad. APPLICANT: Craig A. Knight, Partner/Executive VP Centre Development Company, Inc. 4050 Alpha Road, Suite 1400 Farmers Branch, Texas 75244 SURROUNDING LAND USE AND ZONING: Please reference the enclosed Concept Plan. SUMMARY: Staff has no objections to this zoning request. The allowable uses desired are indicated on the Concept Plan for the PD request. The applicant will still be required; however, to request SUP's for those type uses on a case-by-case basis.
