REQUEST: Approval of a zoning change from (LI) Light Industrial, (R) Retail, and (A) Agricultural; to a (PD) Planned Development; for single family development and variances. (See Plan). APPLICANT: Mr. William Thompson, Trustee 8333 Douglas Avenue~ Suite 1510 Dallas, Texas 75ZZ5 GENERAL DESCRIPTION: This planned development is situated on 39.18 acres for the development of 115 lots composed of SF-1Z and SF-9 homes. Box 478 % \%%1 Coppell, TX 75019 g%C%\q~ Re: Creek View Addition - Development Plan NDM No.: 87-5-62 Dear Ms. Bowman: Pursuant to staff comments regarding the Creek View Development Plan submittal, the following reponses apply: - Paving of 37' has been addressed on the revised Development Plan. - Building lines have been addressed on the revised Development Plan. - Landscape maintenance has been noted on the revised Development Plan. - Variances have been noted on the revised Development Plan. - Zoning districts have been designated on the revised Development Plan. - The accompanying narrative has been revised to reflect the revised Development Plan. - Street names to courts have been changed per staff comments. - The following reclamation issues were discussed in a telephone conver- sation of June 27, 1987, between Mr. Dennis Johnson, NDMCE, and Mr. Steve Morton, City of Coppell: 1. A Section 404 wetlands determination by U.S. Army Corps of Engi- neers personnel is scheduled for July 1 at the site. It is not anticipated that a permit will be required for this project; how- ever, the necessary steps will be taken to comply with Corps regu- lations. 2. We have had several meetings with Mr. Carl Anderson, Anderson Engineers, to discuss the proposed City of Coppell watershed plan and have obtained the necessary hydraulics and hydrology models for Grapevine Greek. 3. Based on the models obtained from Anderson Engineers, we are preparing a proposed hydraulics model and report for review an~ approval by the Federal Emergency Management Agency (FEMA). Preseveration of the natural Grapevine Creek channel is proposed under this plan. 4. The two tributary streams - one at the west end of the site, and the'other at the east end - are proposed to drain in a natural scare. We a':e currently preparing HEC-2 backwater models to es~ablish thell00-yeaF flood limits on these tributaries. We trust ~his addresses all of the issues on the Development Plan as necessary to p~ceed to the Planning and Zoning Commission. If there are any questions, please call at any time.
