REQUEST: Requesting rezoning of 190.9 acres
of "LI" Light Industrial to:
1. MF-2, Multi-family-2, 113.906 acres
2. TH-2, Townhouse-2, 17.476 acres
3. SF-O, Single Family-O, 13.559 acres
4. SF-9, Single Family-9000, 33.536 acres
5. "R", Retail, 12.441 acres
APPLICANT: Jim Sowell Company, SBS Venture
GENERAL DESCRIPTION: The applicant is requesting a zoning change that has
the potential of yielding:
1. Multi-Family/apartments - 2085 units (22 dw/net ac.)
2. Townhouses - 334 units (21.78 dw/net ac.)
3. Single Family detached/patio homes - 66 units (5 dw/net ac.)
4. Single family detached homes (9,000 sq. ft. lots) - 62 units
(3.26 dw/net ac.)
5. Retail - approximately 155,000 sq. ft. of building space. (40%
lot coverage of 8.89 net acres)
STAFF EVALUATION: The applicant's proposal basicly adheres to the Future Land
Plan for the City of Coppell. However, this case should be caustiously reviewed
since it entails an extensive amount of multi-family housing.
It should also be noted that the subject property lies within Aircraft
Noise Zone "A" which is an area of minimal effect, thus allowing for resi-
dential development.
PLANNING AND ZONING COMMISSION:
The P & Z Commission recommended approval (3-2) of this zoning change contin-
gent upon the stipulation that Tract 4 and Tract 6 be changed from the
requested Multi-Family 2 to Multi-Family 1.
