DRC Date: October 26* and November 2, 2000 Planning & Zoning Commission Meeting: November 16, 2000 City Council Meeting: December 12, 2000 Sheet AO. 1 - Site Plan 1. Entire Fire Lane needs to be concrete, the portion in front of the building appears to be rendered as asphalt. 2. Need to add number of parking spaces provided in a tabular form, it appears that 114 parking spaces are being provided. 3. Dimension length and width of parking spaces, 9' x 19' is required. 4. Per Section 34-1-8 B.3 of the Zoning Ordinance, planting islands within a single row of parking shall be separated by no more than fit'reen (15) spaces, and by no less than five (5) parking spaces. However, on November 14, 2000 the City Council will consider an amendment to this ordinance, which will eliminate the "less than 5 parking space" requirement. 5. Label square footage of service center on Site Plan 6. Define the intended use for the service stacking and storage stacking areas 7. Need to indicate location of Bums Street right-of-way on the site plan. 8. Open storage is proposed adjacent to east, north and south property lines: · Per Section 33-1.5 of the Zoning Ordinance, where open storage is permitted, a six foot high screening wall shall be provided and maintained parallel to the property line adjacent to the area being screened. · Need elevation, proposed colors and materials of proposed screening walls. · Per Section 34-1-8 (C) of the Zoning Ordinance a 10 foot buffer is required adjacent to all property lines, there is no buffer indicated adjacent to the east property line. (see Landscape Plan Comments for additional requirements). · Per Section 25-1.12, the LI District regulations limit the amount of land devoted to outside storage to 20%. Section 25-7 further states that open storage shall be screened (see above) and shall be confined to the rear 2/3 of the lot. · Provide a calculation of the percentage of the lot devoted to open storage. These variances to the regulations of the Zoning Ordinance may be specifically addressed through PD Conditions. 8. Compete the words "PROPERTY LINE" in the Legend of Symbols. Page 1 of 3 Sheet L1.0 Landscaping Plan 1. Place property dimensions on the Landscape Plan. 2. The site area on the Landscape Plan and the Plat do not match. Rectify the differences. 3. The existing zoning is PD 108 - LI 4. Label the Landscape Plans with Common Names not Genus and Species. Verify that all proposed plant materials are on the City of Coppell's Plant Palette. 5. All trees need to be a minimum of 3 inch caliper, measured 12 inches above the ground and a minimum of 7 feet in height. 6. Perimeter Landscaping: Ten feet of landscaping is required along all property lines (frontage on Coppell Road, 15' is required and provided), and one tree is required per 50 linear feet. It appears that Austrian Pines are being used for a landscape screening devise adjacent to the open storage areas on the north and south property lines, however, the Ordinance requirements are as follows: · North Property Line: 10 trees are required, and 29 are shown. Austrian Pines could qualify as trees, if 3" caliper and 7 feet in height verses 6 feet as shown. · East Property line: 11 trees are required (within a 10 foot buffer), none are shown. · South Property Line: 10 trees are required, 25 arc shown. Austrian Pines qualify as trees, if 3" caliper and 7 feet in height verses 6 feet as shown. · West property line: the 25 foot driveway width may be deleted from the linear footage, therefore, 10 trees are required, and 13 trees are shown. Two options are available: (1) redistribute and reduce the number of trees, and increase the size of the Austrian Pines and correct the tabular calculations or (2) request a variance to the Landscape Requirements as part of the PD request. 7. Interior (parking lot) landscaping: · Include total number of parking spaces being provided on the Landscape Plan. 8. Non-vehicular Landscaping: · Site Area defined on the plat to be 6.294 acres, Landscape Plan 5.065 acres. Non Vehicular landscape requirement is based on site area, minus building · If the site area is 6.294 and the building area is 37,461 (assuming it includes main structure of 15,904 plus out-buildings) then 35,505 square feet of non- vehicular landscaping is required. It appears that approximately 25,500 square feet of landscaping is located in the "leg" to Coppcll Road, and approximately 30,000 square feet of landscaping at the southwest and northeast corners. Therefore, this requirement appears to be satisfied, however, please verify the calculations of areas, and correct the Landscape Calculations Table. Sheet Al.3 - Exterior Elevations - Vehicle and Equipment Storage 1. Exterior appears to be mainly chain link with barbed wire along the top. Per Section 9-2-7 C. of the Coppell City Code, barbed wire is prohibited fencing material. Are their alternate (more aesthetic) materials available to be used instead of chain link? Page 2 of 3 2. Need additional notes in the Keyed Notes Legend to identify materials 9 though 13. Sheets A4.0, A4.1 and Al.5 - Exterior Elevations - Main Building and Parts Storage 1. Main building material is identified as two colors ofDrivit - which is a synthetic stucco. Need variance (via the pd?) from masonry requirement. 2. Sheet A 4.0 - Maximum size of monument sign is 60 square feet. Note: A. Please revise plats, site plans, landscape plans, and building elevations based on staff recommendations. ShouM applicant disagree with staff comments please provide reasons why staff recommendations should not be followed when you attend the November 2nd Development Review Committee (DRC) meeting. B. Each applicant will bring two new sets of revised plats and plans to the November 2nd DRC meeting. Applicants will be asked to show, explain, and defend any revision. A representative for this project is required to attend the meeting. C. Applicant will have till noon Tuesday, November 7th to resubmit sixteen (16) folded copies of revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning Department Page 3 of 3
