Item 10
PUBLIC HEARING: Consideration and approval to initiate
a users fee in the amount of $10.00 for each
participant per athletic season utilizing the City
maintained athletic facilities.
Mayor Wolfe declared the Public Hearing open and asked for those
persons who wished to speak against the proposed agenda item. Those
persons speaking were Jim Shaw of 180 Highland Meadow and President of
the Coppell Soccer Association, who presented a petition signed by
those citizens opposed to the proposed users fee. Mayor Wolfe then
asked for those persons who wished to speak in favor of the proposed
agenda item. There were none. Mayor Wolfe then declared the public
hearing closed. Bill Markum, President of the Baseball Association,
of 200 Heather Glen expressed his appreciation to Rick Weiland, Parks
and Recreation Manager, for his support and help to the Baseball
Association, and Darcy Patterson of 428 Leizure Lane expressed her
appreciation to the Park Board and to Councilman Robartson. Mayor
Wolfe stated that this proposal was discussed in Work Session with a
strong consensus of Council to deny implementation of user fees. No
action was required on this item.

Consideration and approval to authorize the
implementation of a User's Fee for participants
utilizing City maintained athletic facilities effective
January 1, 1992.
Councilman Robertson moved to deny the implementation of a User's Fee
for participants utilizing City maintained athletic facilities
effective January 1, 1992. Councilman Cowman seconded the motion;
motion to deny carried 7-0 with Mayor Pro Tam Smother~on and
Councilmen Weaver, Thomas, Morton, Cowman, Robertson, and Nelson
voting in favor of the motion.

Discussion and consideration of transferring funds from
Park Donations to Con~nunity Foundation of Texas, Inc. -
Metrocrest Fund (Coppell Creative Playground
Committee).
Councilman Robertson moved to approve the transferring of funds in the
amount of $250.00 from Park Donations to Coemunity Foundation of
Texas, Inc. - Metrocrest Fund (Coppell Creative Playground Committee).
Mayor Pro Tam Smothermon seconded the motion; motion carried 7-0 with
Hayor Pro Tam Smothermon and Councilmen Weaver, Thomas, Morton,
Cowman, Robertson, and Nelson voting in favor of the motion.
Item 13
PUBLIC HEARING: Consideration and approval of a zoning
change Case #PD-116R (Chaucer Estates Addition) from
(TC) Tom~ Center to (PD-SF-7) Plannad Development
Single-Family-?, located at the northwest corner of
Sandy Lake Road and Heartz Road, at the request of
Alpine Development.
Mayor Wolfe stated that the Public Hearing was left open from November
26, 1991 City Council meeting. He asked for those persons who wished
to speak against the proposed zoning change. There were none. He
then asked for those persons who wished to speak in favor of the
proposed zoning change. Again, there were none. Mayor Wolfe then
declared the Public Hearing closed. Gary Sieb, Director of Planning
and Community Service, made a presentation and stated that Harry
Hargrave will be =eprasenttng the new applicant, Wllbo Peck,
Hunnington Homes, Sanders anal Associates in lieu of the previous
developer Alpine Development. ~Hr. Hargrave addressed the Council and
stated that the price o£ the homes in this addition will range from
$278,000 to $325,000. Following discussion, Councilman Nelson moved

to approve zoning change Case #PD-I16R (Chaucer Estates Addition) from
(TC) Town Center to (PD-SF-7) Planned Development Single-Family-7,
located at the northwest corner of Sandy L&ke Road and Heartz Road.
Councilman Morton seconded the motion; motion carried 7-0 with Mayor
Pro Tom Smothermon and Councilmen Weaver, Thomas, Morton, Cowman,
Robertson and Nelson voting in favor of the motion.
Item 14
Consideration and approval of a preliminary plat, for
Chaucer Estates Addition, located at the northwest
-corner .of Sandy Lake Road and Heartz Road, at the
request'of Alpine Development.
Following discussion, Mayor Pro Tom Smothermon moved to approve the
preliminary plat for Chaucer Estates Addition, located at the
northwest corner of Sandy Lake Road and Heartz Road, with renderings
attached as part of application. Councilman Nelson seconded the
motion; motion carried 7-0 with Mayor Pro Tom Smothermon and
Councilmen Weaver, Thomas, Morton, Cowman, Robertson, and Nelson
voting in favor of the motion.

PUBLIC HEARING: Consideration and approval of a zoning
change, Case #S-1055, from (R) Retail, to (R-SUP)
Retail Special Use Permit, to allow the operation of an
office and floral shop, located at 420 Bethel Road, at
the request of Mrs. Joy Onstott.
Mayor Wolfe declared the Public Hearing open. He asked for those
persons who wished to speak against the proposed zoning change. There
were none. He then asked for those persons who wished to speak in
favor of the proposed zoning change. Again, there were none. Mayor
Wolfe then declared the public hearing closed. Lindy Thomas of 514
Parkview Place representing the Coppell Historical Committee addressed
the Council pertaining to this item. Following discussion, Councilman
Nelson moved to approve the zoning change Case #S-1055 from (R) Retail
to (R-SUP) Retail Special Use Permit to allow the operation of an
office and floral shop, located at 420 Bethel Road, at the request of
Mrs. Joy Onstott. Councilman Thomas seconded the motion; motion
carried 7-0 with Mayor Pro Tom Smothermon, Councilmen Weaver, Thomas,
Morton, Cowman, Robertson and Nelson voting in favor of the motion.

change, Case ~S-1056, from (C) Commercial, to (C-SUP)
Commercial Special Use Permit, to allow the operation
of a restaurant, located at 150 S. Denton Tap Road, at
the request of Mr. Michael Herschmann.
Gary Sleb, Director of Planning and Community Service, made the
presentation to the Council. Lawrence Steinburg, representing the
applicant, Michael Herschmann, also made a presentation to the Council
in reference to Jacky Chan Chinese Restaurant. Mayor Wolfe declared .
the Public Hearing open and asked for those persons who wished to
speak against the proposed zoning change. There were none. He then
asked for those persons who wished to speak in favor of the proposed
zoning change. Again, there were none. Mayor Wolfe then declared the
Public Hearing closed. Following discussion, Mayor Pro Tom
Smothermon moved to approve zoning change Case #S-1056 from (C)
Commercial to (C-SUP) Commercial Special Use Permit to allow the
operation of a restaurant, located at 150 S. Denton Tap Road.
Councilman Cowman seconded the motion; motion carried 7-0, with Mayor

PUBLIC HEARING: Consideration and approval of a zoning
change, case tZC-533, (Sand Point Estates) from (SF-12)

USE REGULATIONS: A building or premise shall be used only for
the following purposes:
1. Any use permitted in the "SF-ED", "SF-18, "SF-12" or the
"SF-9" district.
2. Home Occupation.

Such uses as may be permitted under the provisions of
special use permits in the Section 30-5 and 30-6.
MAXIMUM HEIGHT REGULATIONS: Thirty-five (35) feet nor more
than two and one-half (2~) stories high.
AREA REGULATIONS:
A. Minimum Side of Yards:
(a) Front'Yard: Twenty-five (25) feet. Where lots have
double frontage, running through from one street to
another, the required front yard shall be provided on
both streets, except as shown on plat.
(b) Side Yard: Eight (8) feet. A side yard adjacent to
a side street: fifteen (15) feet.
(c) Rear Yard: Twenty (20) feet.
B. Minimum Size of Lot:
(a) Lot Area: Average lot size shall be 9,000 square
feet. Minimum lot size shall be 8,000 square feet.
(b) Lot Width: Seventy (70)

Parkinq Requlations: Two (2) enclosed off-street parking
spaces behind the front building line. Off-street parking
spaces shall be provided in accordance with the requirements
for special uses set forth in Section 31. Where lots are
adjacent to an alley, the enclosed parking area (garage) must
be accessed off of the alley only.
Type of Exterior Construction: At least eighty (80%) percent
of the exterior wall of the first floor of all structures
shall be of masonry construction (see Section 42-80) exclusive
of doors, windows, and the area above the top plate line.
Each story above the first floor of a straight wall structure

Street Curves: The centerline radius of a residential street
shall be no less than two-hundred (200) feet.
Alleys: The lots adjacent to alleys shall be required to have
