T~.NSPORTATiON: Sandy Lake Road is proposed to De a four-lane diwded thoroughfare (C4D/6), contained within a six-lane right-of-way SURROUNDING LAND USE & ZONING: North - developing single-~amiiy~ SF-9 & PD-SF South - developing single-famiiy~ %H-i East - vacant; C West - developed; $F-9 COMPREHENSIVE PLAN: The Plan shows iow-density, single-family uses as most appropriate for this parcel. iiEM 7 ANALYSIS: The case presented last month [SF-O) suggested 35 lots {the last minute plan which was added to the Planning ComMission packet) were appropriate for this parcel: this month the same developer is back suggesting 31 lots as desirable. Elements of the first plan which were more attractive than this submittal included a more desirable circulation plan, one access point on Sandy Lake, which could be shared with the owner to the east, a more sensitive entrance to the property capitalizing on the water feature, and considerably more open space area. The only advantage to the plan before your tonight is the fact that the density nas been cut by four un!ts and the SF-0 has been traded for rD-SF-t. We aga!n get back to the issue of what makes this zoning request a PO? ihere is no unique character of the parcel being protected, there is no identification information yet submitted making this proposal different, and from all aDoi~cation~, documents, this request might just as ~'~ be an SF-7 minus ] 'q of th= required lot dimensions The only apparen5 saving grace is the screening wall along Sandy Lake which will De a requirement regardless of the requesl. ~'rom ali information presented to date, there is no Justification for calling this a P.D. Staff reco~mends denial of PD-SF-7 and approval of straight SF-7 zoning. The lot count will be reduced by granting ~¢-7; ~n_ misapplication of ?D zoning on this tract will cease.
