Dear Mr. Bommarito:
At your request, I have visited The Estates of Cambridge Manor to insure that improvements as
shown on the Phase II Secondary Entrance Plan meet the conditions of the approved Planned
Development zoning.
As you are well aware, when this project was initially envisioned, there were several statements
conveyed to the Planning Commission and City Council during the public hearing process which
referred to the architectural drawings included with the application as being "conceptual" and
"generally representative of the result we (the developer) want to create.,
In reviewing the Secondary Entrance drawing attached to the approved zoning application and
comparing it to my site visit this morning, I can state that the developer has constructed the
entrance in general conformance to the ordinance drawing. Where the greatest difference occurs
is in the building material used for the screening wall. The approved ordinance drawing shows a
partial decorative metal entrance; the actual wall substitutes a solid brick wall for the metal.
Because minor changes to the PD can be made by the Director of Planning without requiring a
public hearing, it is my position that a solid brick wall is superior to the decorative metal and can
be substituted without necessitating a public hearing. The plant materials shown on the plan are
allowed by the Plant Palette and have been placed within the delineated 15-foot landscape
easement area. The entrance is in conformance with the entrance drawing approved by Council,
with the exception of wall material as stated above.
In summary, then, based upon my review of the zoning file, the concept drawings made a part of
the PD application and a physical visit to the site, it is my opinion that you are in conformance
with the requirements of the City.
